Lead Partner. M/s shall be the Lead Partner of the Joint Venture/Consortium and is In-charge for performing the contract management. M/s…………………. shall be attorney of the parties duly authorized to incur liabilities and receive instructions for and on behalf of any and all partners in the Joint Venture/Consortium and also all the partners of the Joint Venture/Consortium shall be jointly and severally liable during the bidding process and for the execution of the contract as per contract terms with the employer. Lead Partner. The Lead Partner is designated by the Partners and has full financial and administrative responsibility for the EU contribution for the entire duration of the Subsidy Contract stipulated with the Managing Authority for the implementation of the Project. Lead Partner. 8.1 The Lead Partner shall have overall responsibility for co-ordinating the Scheme timescales and tasks set out in the Application and Grant Offer Letter. Under the terms of this Agreement the Lead Partner is responsible for:
8.2 The preparation and the submission of the Application and all documents and other information in support thereof and dealing with any resulting enquiries from the HLF.
8.3 The provision to the Partners of a full copy of the Application and the HLF Grant Offer Letter and all other documents in support thereof and any related terms and conditions.
8.4 The preparation and co-ordination of the commencement of the Scheme.
8.5 Overall co-ordination of the Scheme and the implementation of the requirements of the Grant Offer Letter and endeavouring to ensure that all Partners comply with the obligations they have accepted under this Agreement.
8.6 Employment and Line management of the Implementation team .

Lead Partner. 3.1.1 As Lead Partner, East Riding of Yorkshire Council (ERYC) will strive to make available all opportunities to make the Partnership sustainable, providing the clear vision and drive needed to make things happen and ensuring inclusive partnership arrangements enabling all sectors/partners to feel equal.
3.1.2 ERYC will make sure that the Partnership is ‘fit for purpose’, and will take action if it is falling significantly short in any aspect of this Agreement. If the Council identifies that the Partnership arrangements as they stand are not delivering its ‘wellbeing’ objectives (see Section 1.1.2), it would need to identify and implement alternative arrangements through the Review process described in Section 7.
3.1.3 As Lead Partner, ERYC will nominate a senior officer to act as Partnership Executive Officer (see Section 3.7). This Officer will be responsible for ensuring that the Partnership has put in place the processes needed to achieve the accountabilities set out in Section 3.4 and the risk management arrangements in Section 6.
3.1.4 The list of Lead Partner responsibilities in Annex A - Roles and Responsibilities will be expanded and reviewed as further Government guidance on the functions and responsibilities of local government and Local Strategic Partnerships is developed.
