Selection Panels. A selection panel determined by the Employer shall be convened within fourteen (14) days of the closing date of the competition. In the filling of vacancies or new positions within the bargaining unit, preference shall be given to existing employees possessing the required skill, ability, and qualifications to perform the job. Where the skill, qualifications, and ability of two or more employees are substantially equal, seniority shall be the determining factor. In considering seniority, regular employees shall be given preference over casual employees.
