SHARED OBJECTIVES. Both SPS and the TUS are committed to the success of the SPS and to our contribution towards delivering the Scottish Governments aim of achieving a Safer Scotland. The shared objectives of this agreement are: To establish provision under which a regional framework assists the Councils to work collaboratively to provide an ICT support system for the HMO Licensing Service, and to meet all its enforcement obligations and other responsibilities under the Houses in Multiple Occupation Act (NI) 2016; To define the roles, responsibilities and obligations of the service providers and stakeholders within Northern Ireland.
