UNDERSTANDING OF THE PROJECT. The City seeks a master plan to guide modifications Deland Park, Harbor Centre Marina and the adjacent waterfront that will provide a greater range of recreation opportunities that are more inclusive to local residents, enhance connectivity along the waterfront and to downtown, and explore development opportunities on the former armory site and adjacent parcel. The goal of the master plan is to create to explore opportunities to enhance the quality of life in Sheboygan and increase access and use of the waterfront while creating a phaseable and implementable approach to change. The current USACE north breakwater is failing and allowing sediment to pass through silting in portions of the marina reducing the area accessible. The building and pool are under-utilized and might be suitable to repurpose and there are opportunities to repurpose a portion of the parking lot area to incorporate alternative uses. The master plan should consider the greater context of the lakefront, neighborhood, and park, including the former armory site, adjacent waterfront and uses and overall pedestrian mobility and connectivity, but the primary focus should be improvements to Deland Park, the marina facilities and parking. It is imperative to engage key stakeholders and residents, to generate interest and excitement, and create broad trust and support for transformative change to the waterfront. The plan should result in an implementation strategy that includes funding and phasing considerations and generate public interest and excitement for the improvements. The City of Sheboygan will form a Core Leadership Team comprised of city staff to guide decision making for the project. We anticipate engaging additional key stakeholders. It is our understanding that key stakeholders will be invited from the following organizations. UNDERSTANDING OF THE PROJECT. As a lower tier municipality within County of Huron, a CIP may be prepared for nearly any environmental, economic development, or social issue – provided that the programs in the CIP deal with the use of land and buildings within an identified Community Improvement Project Area. The opportunities are diverse and flexible under Section 28 of the Planning Act. The Municipal Official Plan currently contains a number of Community Improvement Planning policies, including general CIP goals outlined below. This provides a flexible starting point for the CIP. Also, we recognize that the Town has chosen to address some key considerations in this CIP Project, which are identified as the “CIP Purpose”. While the CIP will address the entire Town, the provision of financial assistance for affordable/attainable housing projects is the intended focus for the development of the CIP. As part of the CIP development process, we will also review the potential for identifying additional areas or types of assistance that could be targets for investment. We believe that CIPs are more than a set of financial incentives; they provide the opportunity to collectively develop and articulate a vision for the community. This vision can inform more than just private investment but can be used to inform other public realm improvements. We believe that our multi-disciplinary team and comprehensive approach truly give us an advantage. We also propose to make full use of virtual engagement tools and platforms. Considering our current COVID-19 situation, we are fully prepared to host all of our engagement program virtually and have a number of virtual tools to ensure stakeholders are effectively engaged.

UNDERSTANDING OF THE PROJECT. The City of Moscow desires to create a Concept Master Plan for the Edible Food Forest Park. The City has recently acquired 4.09 acres of wheat farmland with the aim of creating an edible food forest with an ADA path through out. In keeping with the nature of Edible Food Forests, this Park will offer naturalistic areas with stratified fruit tree/shrub/vine canopies with herbaceous edible perennials, bulbs and groundcovers (be they wild flowers, herbs or vegetables). The Forest will serve the neighborhood and community at large both as a source for food and medicinal plants, while attracting beneficial insects, birds and butterflies. The Edible Food Forest Park site is situated in the southeast region of the city; near the intersection of Highway 95 and Southview Avenue. The site will most likely be accessed via Southview Avenue and possibly Indian Hills Drive. The property is a concave site that drains north to south with steeply sloped western and eastern flanks. The property is currently used to cultivate wheat, with single family and multi-family housing units abutting to the north, east and south.
