Project Understanding. Xxxxx County is currently planning a new facility to house those individuals who are arrested in the County, brought to jail, and who are detained awaiting disposition of a criminal matter. The CONFIDENTIAL AND PROPRIETARY facility is the product of intensive study and planning, including through awards from the MacArthur Safety and Justice Challenge. With a planned capacity not to exceed 370 individuals, the facility is expected to provide for the effective and efficient care and custody of the pre-trial population. Through its contract with Xxxxxxxxxx Design Group and in consultation with CGL Companies, the County has completed the architectural programming phase of the project, and now pivots to the Design phase. Falcon provided subject matter expertise in the planning and programming of healthcare spaces for the new facility, and in doing so, was able to closely study how healthcare is delivered within the jail today, and how it will be delivered in the proposed new construction. Like so many jails across the country, healthcare staffing has become the focus of great concern and attention. The County currently provides all healthcare staff through employees in County positions or through Independent Contractor agreements. The County seeks to elevate its healthcare provision inside the jail and desires an exploration of options to achieve optimal effectiveness and efficiency in care delivery to the detained population. Xxxxxx’s role in consultation to the County aims to provide information regarding national and international best practices tailored to the unique needs of Xxxxx County. Falcon will study the needs of the people accessing care in the existing facility as well as the current operations necessary to provide that care. With that working knowledge, Xxxxxx will develop a comprehensive healthcare staffing analysis and recommendations for the existing environment of care as well as the proposed facility. In addition to staffing recommendations, Falcon will also assess and recommend options for contracting mechanisms, develop healthcare policies as advisory in consultation, and will assist in identifying Key Performance Indicators and training materials to support implementation of this new and best practice model of healthcare staffing and delivery. Project Understanding. On the County’s Major Thoroughfare Plan (MTP) dated 2015, the intersection of the Grand Parkway to the Fort Bend Parkway is shown to be on property which has been purchased by a developer for Austin Point. A later revision to the MTP shows the intersection within the property of the Xxxxxx Ranch. Fort Bend County would like an evaluation of feasible alternative courses of action pertaining to County- owned transportation route options that would provide permanent access to properties owned by Xxxxxx Ranch and Austin Point Development. The evaluation, based on available data, would result in developing an independent “Best Value to Fort Bend County” opinion that would be used in reaching a fair solution on the matter of highway access.
