People First definition

People First means the State’s service center and web-based human resource information system of record that administers the benefits offered by the Division.

People First means enterprise-wide suite of services used by the State to manage human capital including the administration of human resources, benefits, payroll, and staffing. People First is the State’s system of record for Plan eligibility.

People First language means that the person is considered before the disability when referring to an individual. For example, instead of saying the “autistic child,” one would say the “child with autism.” It is more respectful, and it is meant to emphasize the person as individual independent of their disability.

• The Minnesota Department of Human Services (DHS) supports the use of "People First" language.

• Involved individuals must also provide People First with a current and complete mailing address.

• Upon notification, People First will send an enrollment form for COBRA continuation coverage to the eligible individual, along with notification of the premium.

• Not Eligible for Medicare If you are not eligible for Medicare, send a copy of your Medicare ineligibility letter to People First immediately.

• If People First receives the enrollment information before August 1, coverage begins September 1, after the state deducts one full month’s premium from the paycheck.

People First language is used. This means that instead of putting an adjective before the person in order to describe the individual, the individual is mentioned first (i.e., child with a disability rather than disabled child).

People First language. For example: o “A person who uses a wheelchair” instead of “a wheelchair bound” or “a person confined to a wheelchair.” o “A person who is blind” instead of a “blind person.”  Avoid outdated terms such as “handicapped” or “crippled” or contrived or potentially offensive terms such as “differently abled” or “physically challenged.”  Avoid using vague and exclusive group terms such as “they” or “them” for voters with disabilities.  Speak directly to the voter, even if accompanied by a companion or caregiver.  Treat assistive devices as an extension of the voter whether it is a wheelchair, scooter, crutch, walker, cane, eye wear, hearing aid, prosthetic device, or orthotic device.  Listen carefully to the voter to learn how to best help the voter. Explain the process and, if needed, give the voter more time to complete the task at hand.
