People First definition

People First means the State’s service center and web-based human resource information system of record that administers the benefits offered by the Division.
People First means enterprise-wide suite of services used by the State to manage human capital including the administration of human resources, benefits, payroll, and staffing. People First is the State’s system of record for Plan eligibility.
People First language means that the person is considered before the disability when referring to an individual. For example, instead of saying the “autistic child,” one would say the “child with autism.” It is more respectful, and it is meant to emphasize the person as individual independent of their disability.

  • The Minnesota Department of Human Services (DHS) supports the use of "People First" language.
