However, to be substantially approved to obligate your federal funds, you will need to complete and electronically sign your application for the Finance Dimension on the Electronic Grants Management System (EGMS) by July 1, 2022. The application should be in “under process” status to be substantially approved. This notification of the availability of federal funds is to build regional capacity on the identified professional development needs that will result in improved performance of infant and toddler early intervention programs, related to the State Performance Plan and Annual Performance Report submitted to the federal Office of Special Education Programs. These funds are to be used for the purpose of professional development activities through the Centers of Excellence for Young Children with Disabilities (XxX) for providers of early intervention services under Part C. The Minnesota Department of Education (MDE), Division of Early Learning Services and Division of School Finance, is requesting applications from recipients of Intergovernmental Agreement of Part C Regional Low Incidence CSPD that have been identified by the Division of Early Learning Services. The recipients include cooperatives, education districts, regional inter-district councils and joint powers applying for federal funds under the Individual with Disabilities Education Act (IDEA), Public Law 108-466. This federal formula funding is available during SFY 2023, from July 1, 2022, through September 30, 2023. The federal award is available to fund districts based on a formula up to the amount of their allocation. The Minnesota Department of Education (MDE), Division of Early Learning Services, is requesting applications for intergovernmental agreements from SEAUs/LEAs including school districts, cooperatives, education districts and charter schools applying for federal funds under (IDEA), Public Law 108-466. Priority use of Part C funds will be as follows: • Part C funds may be used for early intervention services where no other funding sources exist. • Central Point of Intake at the Time of Referral: Historically, in some districts, local education has collaborated with local health and human service agencies in an interagency response at the time of initial referral. SEAUs/LEAs may contract with interagency partners to continue this important component of the local Part C system. • Service Coordination: Service coordination is a required component of each IFSP. Service coordination is most effectively provided by a provider of other services through a primary service provider model. Typically, service coordination is provided by early childhood special educators, but also can be provided by related service providers or staff from other public agencies. Even though Minnesota mandates the provision of a free appropriate public education (FAPE) for children with disabilities beginning at birth, service coordination, required by Part C, is not required as part of the provision of FAPE. Part C funds may be used to fund the service coordination portion of the IFSP. • Special education and related services outside the traditional school calendar, including those provided outside of a stretch calendar. The majority of the early intervention services are provided by SEAUs/LEAs through their early childhood special education program (particularly special instruction, physical therapy, occupational therapy, speech/language therapy and transportation).
