Contracting Officer’s Technical Representative. The Contracting Officer shall designate a Contracting Officer's Technical Representative (COTR) to act on behalf of the Contracting Officer to manage and oversee all technical aspects of this contract. The COTR will advise the Buyer on all technical matters relating to the contract. The Buyer shall submit all reports and status updates to the COTR. The Buyer shall submit all contract issues, including but not limited to requests for schedule extensions and changes to the TCP, to both the COTR and the Contracting Officer. Note: While the COTR represents the Contracting Officer on technical matters, the Contracting Officer retains all other authorities under this contract including the exclusive authority to enter into and sign all contract modifications.
Contracting Officer’s Technical Representative. A Contracting Officer's Technical Representative (COTR) may be designated to represent the Contracting Officer for the purpose of coordinating with the vendor in administering the technical aspects of performance for a particular customer's account. For Transfer- Pay customers, the Interagency Agreement (IAG) point-of-contact as identified on the delivery order will serve as the COTR for the requiring agency unless otherwise notified. For Direct-Pay customers, the COTR shall be as designated on the direct-pay notification or customer agency purchase order. The COTR may issue written or oral instructions to fill in details in the scope of work set forth in the contract via the Contracting Officer. The COTR is not authorized, however, to make any changes that affect the contract amounts, terms and conditions. The LC Contracting Officer is the only party authorized to make any changes that affect the terms and conditions of the contract or to bind the Library of Congress.

Contracting Officer’s Technical Representative. The COTR responsibilities and duties entail:
2.3.1 Keeping the Contracting Officer fully informed of any technical or contractual difficulties encountered, progress of the Work, and potential problem areas;
2.3.2 Furnishing information to the Contractor as may be required by the Contract Documents;
2.3.3 Recommending changes to the Contract Documents to the Contracting Officer with supporting documentation and justification;
2.3.4 Providing independent cost estimates to the Contracting Officer for all changes to the Contract Documents;
2.3.5 Ensuring changes in the Work or services and/or delivery schedules are coordinated and approved by the Contracting Officer before the Contractor is advised to proceed with any change;
2.3.6 Initiating and coordinating shipment of Authority furnished property, if

2.3.8 Making recommendations to the Contracting Officer regarding disposition of nonexpendable property items that are excess to the Contract Documents;
2.3.9 Advising the Contracting Officer promptly on the receipt and acceptance of items delivered by the Contractor under the terms and conditions of the Contract Documents;
2.3.10 Providing the Contracting Officer timely recommendations and comments on contract deliverables;
2.3.11 Being responsible for the review and account coding of amounts invoiced by the Contractor;
2.3.12 Monitoring and verifying that the Contractor complies with LDBE
2.3.13 Relaying information to the Contracting Officer that might adversely affect the Authority’s interest, such as, changes in financial status of the Contractor, personnel or labor difficulty;
2.3.14 Verifying, when possible, that Contractor employees being charged as force account for changes are actually working on the applicable changed Work;
2.3.15 Reviewing and being familiar with each technical document in the possession of the Contractor and being prepared to provide instructions to the Contractor regarding the use and disposition of the documents;
2.3.16 Observing the safety, health, and security compliance practices of the Contractor and notifying the Contracting Officer and the Authority’s Construction Safety Manager of failures to comply; and
2.3.17 Enforcing the requirements of the Authority’s OCIP participation and

Contracting Officer’s Technical Representative. (each, a “COTR”). The Department shall assign a COTR to oversee the Contractor’s work under any Task Order Agreement. The name and contact information for the assigned COTR(s) will be specified in the applicable Task Order Agreement. Should the Service Provider believe they have received direction that is not within scope of the Agreement; the Service Provider shall not proceed with any portion that is not within the scope of the Agreement without first contacting the Contracting Officer. The Service Provider shall continue performance of efforts that are deemed within scope.
