– Job Filling. The City shall fill the position with the most qualified applicant based upon the duties of the position. Selection of qualified applicants to fill the position will, in addition to an analysis of qualification, include a consideration, where applicable, of seniority. In those instances where two or more applicants are, in the opinion of the City, equally qualified, the City shall select the applicant with the greater seniority. Nothing in this section shall preclude the City from hiring outside of the existing workforce after the City has first considered those within the work-force who have applied for the position.

A Sunday is considered hours of vacation therefore employees are ineligible to work overtime during the Monday, Tuesday and Wednesday following.

An employee who wishes to transfer within their Seniority Department to a different work group, shift or to a different job within their code may reg- ister their request with the Supervisor in the appropriate work group who will keep a written record of such requests. This applies only to employees in the follow- ing codes and whose request was registered at least two months prior to the opening;

– Job Filling. When filling individual positions on a 12-hour shift schedule, the regular bidding procedure in Article XIX will be used. When there is a need to implement the 12-hour shift schedule in a new area, volunteers from the classification, based on highest seniority, will be given the first choice to fill the openings. If there are an insufficient number of volunteers, then the openings will be offered to any employee in classifications entitled to bid. If there are still an insufficient number of volunteers, unfilled positions for the 12-hour shift schedule shall be assigned to the current employees in the classification based on least seniority. After the employees have been identified, choice of day versus night shift shall be offered based on seniority with higher seniority having preference. Any employees in the affected classification who are displaced may select any available openings by seniority. If the Company converts a 12- hour shift schedule to an eight hour schedule, the 12-hour shift employees will remain within that classification on the shift that they were on before the 12-hour shift schedule.
– Job Filling. A temporary employee shall be entitled to apply to a job posting under Article 14.02 and be considered under Article 14.03 for selection if there are no qualified regular status applicants for the posting. If more than one temporary employee applies for a posting, seniority will be based upon the temporary employee’s seniority date as per Article 32.13.
