Monitoring and Reporting Mechanisms. Set up a robust monitoring and reporting system to track the implementation progress, identify bottlenecks, and ensure timely reporting of outcomes. Define reporting intervals and establish mechanisms for data collection, analysis, and reporting. In policy analysis, common methodologies are employed to capture and compare various impacts within the same analysis. When considering a change in legislation, multiple impacts can arise in areas such as the environment, society, health, the economy, and public finances. The following common methodologies, listed in order of increasing complexity, are used for comparing policy options: • Multi-Criteria Analysis • Standard Cost Model • Cost-Effectiveness Analysis • Cost-Benefit Analysis Multi-Criteria Analysis is a systematic method used to establish preferences among policy options based on predetermined criteria. It is particularly useful when quantifying major impacts, such as discrimination, social justice, and legal certainty, is challenging. The Multi- Criteria Analysis approach involves the following steps: 1. Setting criteria Define the objectives of the policy proposal and identify policy options. Establish a set of operational criteria that will be used to measure the performance of each policy option. The criteria should effectively capture how well each option aligns with the objectives. The number of criteria should be manageable, considering the specific task at hand. 2. Assessing policy options against criteria Assess each policy option's performance against the predetermined criteria. This assessment is typically qualitative and is presented in a performance matrix. The matrix provides a clear overview of how well each option meets the criteria. 3. Ranking policy options Utilize the performance matrix to rank the policy options. Assign rankings such as numerical values (1 to 5) or qualitative labels ("++" to "--") based on their performance against the criteria. This ranking facilitates a comparative analysis of the options, indicating their relative strengths and weaknesses. In the case of improving rules for registration of pupils in schools, the following example illustrates the application of Multi-Criteria Analysis: Setting criteria - Three criteria have been identified for the Multi-Criteria Analysis: time, legal certainty, and public education efficiency. Assessing policy options against criteria - Three policy options have been considered: no change, amendments and changes to existing law, ...
