PICTA. The Pacific Island Countries Trade Agreement (PICTA) is a regional free trade agreement between members of the Pacific Island Forum Countries (excluding Australia and New Zealand) that commits the member countries to phasing out barriers to trade, including tariffs and non-tariff barriers [6]. This affects trade between the member countries, for example, Papua New Guinea would lower its barriers to trade for goods coming from the Solomon Islands. It came into force in 2003 and until August 2012, covered trade in goods, but was recently expanded to include trade in services (including hospitals and other health services) and negotiations are underway to include the movement of workers between countries. Tobacco and alcohol were excluded from PICTA due (at least in part) to concerns that reducing tariffs on alcohol and tobacco could reduce the cost and increase consumption of these products. A case was put forward during the development of PICTA for these to be excluded [7], and it was agreed to by the negotiators. In August 2012, the PICTA Trade in Services (TIS) Protocol was opened for signature. The Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Republic of the Xxxxxxxx Islands, Nauru, Niue, Republic of Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu are all entitled to accede. To date it has been initialed by the Cook Islands, FSM, Kiribati, Republic of the Xxxxxxxx Islands, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. This protocol covers many sectors, and several countries have made commitments regarding health related and social services. The extension of PICTA to include trade in services is important because it will pave the way for trade in services negotiations with the European Union (in the EPA) and with Australia and New Zealand (in PACER Plus). A social impact assessment of liberalizing trade in services and temporary labour mobility among Forum Island Countries was commissioned by the Pacific Islands Forum Secretariat, but the report does not appear to be publicly available. EPAs Economic Partnership Agreements (EPAs) are currently being negotiated between the European Union (EU) and the African, Caribbean and Pacific (ACP) Group of States. PICTA. Intraregional trade integration endeavours among the PIFCs are fairly new and have a long way to go given the late initiation of the Forum. However, the implementation of PICTA has served as a fundamental tool for promoting intraregional trade for the Pacific. XXXXX was signed in 2001 and it came into effect in 2003 as a preferential regional trade agreement among 14 PIFCs (the Cook Islands, Fiji, Kiribati, Xxxxxxxx Islands, Federated States of Micronesia, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu). While efforts have been forthcoming in aiding this regional trade integration process, it is not without flaws. Only seven countries (the Cook Islands, Fiji, Niue, Samoa, Solomon Islands, Tuvalu and Vanuatu) have implemented the necessary domestic arrangement and announced their readiness to trade under PICTA, while four countries (Kiribati, Nauru, Papua New Guinea and Tonga) have ratified the Agreement, and three countries (Xxxxxxxx Islands, Federated States of Micronesia and Palau) have yet to sign the Agreement. According to PICTA’s Rules of Origin Manual (page 5): “Origin is always accorded to goods that are wholly obtained or produced in the territory of a PICTA Party. In determining the origin of products that result from a process or further process of manufacture in a member country various methods are used. The value-added method is used in PICTA. Under this method, a product obtains origin status if a minimum 40% of its value is brought about as a result of processing in the territory of the PICTA Party.” The tariff reduction phase-in periods for PICTA extend for as long as 10 years for the least developed members and 13 years for the three smallest PIFCs (Federated States of Micronesia, Xxxxxxxx Islands, and Palau). PICTA has evolved over time and has changed from its initial emphasis on trade in goods only. In 2004, the PICTA Trade Ministers agreed to broaden the free trade area among the PIFCs to cover trade in services (TIS), including temporary movement of labour, as part of the Agreement. This ushered in the way for official negotiations on TIS, which began in 2008; however, the progress has been slow since then.6 In advancing efforts further to formalize the PICTA TIS, studies on government procurement were finalized in 2010 and 2012.   • Video This restriction includes, but is not limited to, use of the Beat and/or New Song in television, commercials, film/movies, theatrical works, video games, and in any other form on the Internet which is not expressly permitted herein.

  • PHOTOGRAPHS AND VIDEOS Resident consents to Owner’s use of photographs and/or video images of the Resident and the Premises, including those taken at functions or events sponsored by the Community, for the purpose of advertising the Community or other similar communities owned or operated by Owner. Owner may use these images in advertising, websites, and social networking sites such as Facebook for marketing and promotional purposes. Resident consents to the publication of these images and waives any claims against Owner for use of such images.
