Powers and functions of the Council. The Council shall exercise all such powers and perform or arrange for the performance of all such functions as are necessary to carry out the provisions of this Agreement. In particular, it shall:
(a) By special vote in accordance with article 12, adopt such rules and regulations as are necessary to carry out the provisions of this Agreement and as are consistent therewith, including its own rules of procedure and the financial rules and staff regulations of the Organization. Such financial rules and regulations shall, inter alia, govern the receipt and expenditure of funds under the accounts established in article 18. The Council may, in its rules of procedure, provide for a procedure whereby it may, without meeting, decide specific questions;
(b) Take such decisions as are necessary to ensure the effective and efficient functioning and operation of the Organization; and
(c) Keep such records as are required for the performance of its functions under this Agreement.
Powers and functions of the Council. (1) The Council shall exercise all such powers and perform or arrange for the performance of all such functions as are necessary to carry out the express provisions of the Agreement.
(2) The Council shall adopt by special vote such rules and regulations as are necessary to carry out the provisions of the Agreement and are consistent therewith including Rules of Procedure for the Council and its committees and the financial and staff regulations of the Organization. The Council may, in its Rules of Procedure provide a procedure whereby it may without meeting, decide specific questions.
(3) The Council shall keep such records as are required to perform its functions under the Agreement and such other records as it considers appropriate.
(4) The Council shall publish an annual report and such other information as it considers appropriate.
Powers and functions of the Council. (1) All powers specifically conferred by this Agreement shall be vested in the Council, which shall have the powers and perform the functions necessary to carry out the provisions of this Agreement.
(2) The Council shall delegate to its Chairman the task of assuring, with the assistance of the Secretariat, the validity of the written communications made with respect to the provisions of paragraph (2) of Article 9, paragraph (3) of Article 12 and paragraph (2) of Article 14. The Chairman shall report to the Council.
(3) The Council may set up any committees or working groups as it considers necessary.
(4) The Council shall, by a distributed two-thirds majority vote, establish such rules and regulations, including its own rules of procedure and the financial and staff regulations of the Organization, as are necessary to carry out the provisions of this Agreement and are consistent therewith. The Council may, in its rules of procedure, provide the means whereby it may, without meeting, decide specific questions.
(5) The Council shall also keep such records as are required to perform its functions under this Agreement and such other records as it considers desirable.

2. The Council shall not have the power, and shall not be taken to have been authorized by the Members, to incur any obligation outside the scope of this Agreement; in particular, it shall not have the capacity to borrow money. In exercising its capacity to contract, the Council shall incorporate in its contracts the terms of this provision and of article 23 in such a way as to bring them to the notice of the other parties entering into contracts with the Council, but any failure to incorporate such terms shall not invalidate such a contract or render it ultra xxxxx the Council.
3. The Council shall adopt such rules and regulations as are necessary to carry out the provisions of this Agreement and are consistent therewith, including its rules of procedure and those of its committees, and the financial and staff regulations of the Organization. The Council may, in its rules of procedure, provide for a procedure whereby it may, without meeting, decide specific questions.
4. The Council shall keep such records as are required for the performance of its functions under this Agreement, and such other records as it considers appropriate.
5. The Council may set up any working group(s) as appropriate to assist it in carrying out its task.

The Council shall not have power, and shall not be taken to have been authorized by the members, to incur any obligation outside the scope of this Agreement; in particular it shall not have the capacity to borrow money, without however limiting the application of article 33, nor shall it enter into any trading contract for cocoa except as provided for specifically in this Agreement. In exercising its capacity to contract, the Council shall incorporate in its contracts the terms of this provision and paragraph 5 of article 22 in such a way as to bring them to the notice of the other parties entering into contracts with the Council, but any failure to incorporate such terms shall not invalidate such a contract or render it ultra xxxxx the Council.
3. The Council shall, by special vote, adopt such rules and regulations as are necessary to carry out the provisions of this Agreement and are consistent therewith, including its rules of procedure and those of its committees, the financial and staff regulations of the Organization and rules for the administration and operation of the buffer stock. The Council may, in its rules of procedure, provide for a procedure whereby it may, without meeting, decide specific questions.
4. The Council shall keep such records as are required for the performance of its functions under this Agreement, and such other records as it considers appropriate.
Powers and functions of the Council. 1. The Council shall exercise all such powers and perform or arrange for the performance of all such functions as are necessary to carry out the provisions of this Agreement, but it shall not have the power, and shall not be taken to have been authorized by the members, to incur any obligation outside the scope of this Agreement. In particular, it shall not have the capacity to borrow money, without, however, limiting the application of article 41, nor shall it enter into any trading contract for natural rubber, except as provided for specifically in paragraph 5 of article 30. In exercising its capacity to contract the Council shall ensure that the terms of paragraph 4 of article 48 are brought by written notice to the attention of the other parties entering into such contracts, but any failure to do so shall not in itself invalidate such contracts, nor shall it be deemed to be a waiver of such limitation of liability of the members.
2. The Council shall, by special vote, adopt such rules and regulations as are necessary to carry out the provisions of this Agreement and are consistent therewith. These shall include its own rules of procedure and those of the committees referred to in article 18, rules for the administration and operation of the Buffer Stock, and the financial and staff regulations of the Organization.
3. For the purposes of paragraph 2 of this article, the Council shall, at its first session after the entry into force of this Agreement, review the rules and regulations established under the International Natural Rubber Agreement, 1979, and adopt them with such modifications as it deems appropriate. Pending such adoption, the rules and regulations established under the International Natural Rubber Agreement, 1979, shall apply.
4. The Council shall keep such records as are required for the performance of its functions under this Agreement.
5. The Council shall publish an annual report on the activities of the Organization and such other information as it considers appropriate.
Powers and functions of the Council. (1) All powers specifically conferred by this Agreement shall be vested in the Council, which shall perform the functions necessary to carry out the provisions of this Agreement.
(2) The Council may establish and dissolve Committees and subsidiary bodies, as appropriate, other than those provided for in paragraph (3) of Article 7.
(3) The Council shall establish such rules and regulations, including its own rules of procedure and the financial and staff regulations of the Organization, as are necessary to carry out the provisions of this Agreement and are consistent therewith. The Council may, in its rules of procedure, provide the means whereby it may, without meeting, decide specific questions.
(4) The Council shall establish on a regular basis a strategic action plan to guide its work and identify priorities, including those relating to project activities undertaken pursuant to Article 33 and studies, surveys and reports undertaken pursuant to Article 32. Priorities identified in the action plan shall be reflected in the programme of activities and Administrative Budget approved by the Council.
(5) The Council shall also keep such records as are required to perform its functions under this Agreement and such other records as it considers desirable.
Powers and functions of the Council. (1) The Council shall establish its Rules of Procedure.
(2) The Council shall keep such records as are required by the terms of this Convention and may keep such other records as it considers desirable.
(3) In order to enable the Council to discharge its functions under this Convention, the Council may request, and members undertake to supply, subject to the provisions of paragraph (2) of Article 7, such statistics and information as are necessary for this purpose.
(4) The Council may, by special vote, delegate to any of its committees, or to the Executive Director, the exercise of powers or functions other than the following:
(a) Decisions on matters under Article 8;
(b) Review, under Article 11, of the votes of members listed in the Annex;
(c) Determination of exporting and importing members and distribution of their votes under Article 12;
(d) Location of the seat of the Council under paragraph (1) of Article 13;
(e) Appointment of the Executive Director, under paragraph (2) of Article 17;
(f) Adoption of the budget and assessment of members’ contributions under Article 21;
(g) Suspension of the voting rights of a member under paragraph (6) of Article 21;
(h) Any request to the Secretary-General of UNCTAD to convene a negotiating conference under Article 22;
(i) Exclusion of a member from the Council under Article 30;
(1) Recommendation of an amendment under Article 32;
(k) Extension or termination of this Convention under Article 33. The Council may at any time revoke such delegation by a majority of the votes cast.
(5) Any decision made under any powers or functions delegated by the Council in accordance with paragraph (4) of this Article shall be subject to review by the Council at the request of any member made within a period which the Council shall prescribe. Any decision in respect of which no request for review has been made within the prescribed period shall be binding on all members.
(6) In addition to the powers and functions specified in this Convention the Council shall have such other powers and perform such other functions as are necessary to carry out the terms of this Convention.

(2) The Cowci1 shall set up a Credentials Committee which will be in charge of examining the written communications made to the Chairman with respect to the provisions of paragraph (2) of Article 9, paragraph (3) of Article 12 and paragraph (2) of Article 14. The Credentials Committee shall report its proceedings to the Council.
(3) The Council may set up any committees or working groups, other than the Credentials Committee, as it considers necessary.
(4) The Council shall, by a distributed two-thirds majority vote, establish such rules and regulations, including its own rules of procedure and the financial and staff regulations of the Organization, as are necessary to carry out the provisions of this Agreement and are consistent therewith. The Council may, in its rules of procedure, provide the means whereby it may, without meeting, decide specific questions.
(5) The Council shall also keep such records as are required to perform its functions under this Agreement and such other records as it considers desirable.
Powers and functions of the Council. (1) The Council shall establish its Rules of Procedure.
(2) The Council shall keep such records as are required by the terms of this Convention and may keep such other records as it considers desirable.
(3) The Council shall publish an annual report and may also publish any other information (including, in particular, its annual review or any part or summary thereof) concerning matters within the scope of this Convention.
(4) In addition to the powers and functions specified in this Convention the Council shall have such other powers and perform such other functions as are necessary to carry out the terms of this Convention.
(5) The Council may, by two-thirds of the votes cast by the exporting members and two-thirds of the votes cast by the importing members delegate to any of its committees or to the Executive Secretary the exercise of powers or functions other than those relating to the budget and assessment of contributions contained in paragraphs (2) and (3) of Article 19. The Council may at any time revoke such delegation by a majority of the votes cast. Any decision made under any powers or functions delegated by the Council in accordance with this paragraph shall be subject to review by the Council at the request of any exporting or importing members made within a period which the Council shall prescribe. Any decision in respect of which no request for review has been made within the prescribed period shall be binding on all members.
