This Contract is for the placement of Madison Police Officers, known as School Resource Officers or SRO’s, at four high schools in the Madison Metropolitan School District, an arrangement that is beneficial to both parties. Services on behalf of the CITY will be performed by the Madison Police Department (“MPD”). SCOPE OF SERVICES AND SCHEDULE OF PAYMENTS. Contractor shall be responsible to complete services as outlined in Contractor’s attached accepted proposal, bid/quote or as set forth in Attachment No. 1. The payment(s) for services will be made from County to Contractor within 30 days after Contractor has successfully performed each phase of the contract.

A. Background Summary / Executive Summary – This element shall summarize the report’s findings, provide a brief overview of the district’s location, structural makeup, and land uses, identify blighting influences, as defined in applicable State Statutes 66.1333 ("Redevelopment Law") or 66.1105 ("TIF Law"), and offer conclusions as to whether or not an area is blighted as defined in State Statutes.
B. Structural Survey (Methodology) – This element shall outline and define the process used by the survey enumerator to complete the blight surveys for each parcel in the study area.
C. Structure Rating Criteria – This element shall include rating criteria for each structure along with a description for each of the criteria therein.

SCOPE OF SERVICES AND SCHEDULE OF PAYMENTS. Contractor will perform the following services and be paid according to the following schedule(s) or attachment(s): Prepare a Brand Plan for Visit and the City of Sun Prairie Wisconsin.
1. Research, design, and gain approval for the new Brand identity (image) for the City of Sun Prairie. Brand Platform which minimally includes: City Identity (new city slogan, tag line, new city logo positioning, personality, differentiation); signage (building, street, welcome, business parks, banners, vehicles, public notice boards; short form VBL (Visual Brand Language) guidelines; uniforms and promotional items; social media graphics; marketing, promotional, and correspondence items (i.e. email, print and collateral); and short list of city “Brand champions” that may be used in future promotional campaigns. Note that direction should be provided for how the new city logo/slogan/tagline extends to, and can be incorporated into and with City departments and City‐sponsored committees, boards, organizations.
2. Design, present and gain approval for the detailed execution plan of how the Brand and marketing strategy will be delivered to the public. Execution plan to include: What will be the systematic approach for how the agency will work together with the City of Sun Prairie public officials and employees, private business owners and private citizens during the 3‐years to ensure the best possible results for communicating the new Brand using the 3‐year marketing strategy? (This is the “Who is Doing What” segment of the plan. A great product and strategy is 100% worthless if we do not execute! Portions of the execution will be completed by existing staff, i.e. social media, website. Consideration should be given to launch timing and strategies to maximize awareness and reach of the launch locally, regionally, and statewide.
3. Design, present, and gain approval for a comprehensive 3‐year marketing strategy for the City of Sun Prairie (attract and retain – residents, businesses; destination marketing) Comprehensive 3‐year marketing strategy to market the refined brand to each sector (current and prospective residents, current and prospective businesses, and visitors) which minimally includes: different types of media to be used, frequency, and quantity, explanation of what messaging will be used with each type of media, quantity and variety of different types of campaigns, and schedule / explanation of the how the message will progress over time.
