School Resource Officers. For purposes of access to student records, the SROs may be provided student information if the SRO requires the information to protect the health or safety of a student or other person in an emergency situation, as described in this MOU under Health and Safety Emergency. SROs may be provided student information to the extent that school record information is directly relevant to a criminal investigation in a matter that cannot be resolved through school disciplinary procedures, or on a routine basis, the SROs' access to student record information shall be limited to a system- wide district look up of directory information (defined below) that will include information on all students in the school system who have not opted-out of the disclosure of directory information. In addition to this system-wide district look up of directory information, SROs will also be granted access to a school-wide look up for students in the school to which the SRO is assigned. This school-wide look up will include additional items of information, such as class schedule, that an SRO may need to perform his or her duties, but which are not designated as directory information. The SROs may have access to other student record information only when needed to carry out their duties in the school environment and only as approved by the school principal. The SROs may only disclose student records and information contained therein to the RPD/RCSO and to other law enforcement officials as described below. The SROs may disclose "law enforcement records" to RPD/RCSO and other law enforcement officials. "Law enforcement records" are those records, files, documents, and other materials that are created and maintained by an SRO for the purpose of ensuring the physical safety and security of people and property in RCPS and/or the enforcement of any local, state or federal law even if such records also serve the dual purpose of investigating and enforcing school disciplinary rules. Because "law enforcement records" are not student records, they are not subject to the disclosure restrictions of FERPA. Copies of law enforcement records that are provided to school administrators for the purpose of school discipline become student records that may be maintained in student files and are subject to the disclosure provisions of FERPA. School Resource Officers. Officers shall be selected as School Resource Officers as set forth in Department Policy #314, dated July 19, 2001. Nothing contained in this policy shall affect the status attained by the SRO’s prior to the July 19, 2001 revision. 1. The position of School Resource Officer shall have a term of one year, assigned to the Detective Bureau. 2. The term of a School Resource Officer shall commence at the end of the School year. Duty hours outside of the regular school year shall be reviewed by the Administration set by February 1st of each year. 3. School Resource may be retained for additional one-year terms. Not later than May 1 of each year the School Resource Officers and the Department Administration will meet to review the assignments for the following year. No later than May 15, the parties will indicate, in writing, their intentions to renew their assignment. 4. School Resource Officers who are returned to patrol duties before the end of their term shall retain the wages of a SRO for the duration of their term. Officers will revert to the normal work schedule of the patrol division. 5. Officers exiting the position shall assume the schedule of the officer chosen as a replacement. Should no replacement be named, assignment of exiting officer shall be based on seniority. 6. If an officer requests to leave the position of SRO prior to the end of their term, he/she may be required to continue until the end of the current school year. 7. School assignment shall be based on seniority with the classification, providing all other qualifications are equal, including the preference of the school administration.
School Resource Officers. A. CPD will provide two (2) Missouri POST commissioned/licensed law enforcement officers serving in the Police Department to serve as School Resource Officers to the campus areas of Xxxxxxx Xxxxxx Central High School and Xxxxxx Middle School. B. School Resource Officers will be assigned by the CPD to work during school hours at the above mentioned schools during the school year August 1 and run through July 31. School Resource Officers remain under the operational control and supervision of the CPD. C. School Resource Officers’ duties will include enforcement of the Missouri Criminal Code, the Missouri Juvenile Code, the Ordinances of the County, and acting as liaison between students, faculty and staff of the aforementioned schools and the CPD, with the goal of ensuring a safe environment in the school for students, faculty and staff. D. During periods when school is in recess, the School Resource Officer will be assigned to CPD duties. E. The District will reimburse the City of Cottleville for each commissioned officer assigned to a campus of the District as a School Resource Officer under this Agreement in accordance with the rates delineated in Appendix A.

School Resource Officers. A. Regularly employed City police officers will be assigned by the City to serve as SROs to Kamiak High School. A total of one (1) officer will be assigned to serve as Kamiak High School's SRO, for which the District will pay the City pursuant to this Agreement. The SRO will focus upon school safety and security issues of concern in our community. As the SRO patrols school grounds and surrounding communities, the SRO will partner with school administrators to identify, investigate, deter and prevent incidents involving weapons, violence, harassment, intimidation, or other similar activities. In addition, the SRO will serve as a positive resource to students, staff and parents with information, support and problem-solving mediation and facilitation on topics such as: school safety, alcohol and drug trends, gang activity, social media/internet safety, and neighborhood safety issues. The District and the City confirm that all the SRO shall be trained in compliance with Chapter 28A.400 RCW, and that each SRO will be trained in the following areas, in compliance with RCW 28A.310.515: a) Constitutional and civil rights of children in schools, including state law governing search and interrogation of youth in schools; b) Child and adolescent development; c) Xxxxxx-informed approaches to working with youth; d) Recognizing and responding to youth mental health issues; e) Educational rights of students with disabilities, the relationship of disability to behavior, and best practices for interacting with students with disabilities; f) Bias free policing and cultural competency, including best practices for interacting with students from particular backgrounds, including English learners, LGBTQ, immigrant, female and nonbinary students; g) Local and national disparities in the use of force and arrests of children; h) Collateral consequences of arrest, referral for prosecution, and court involvement; i) Resources available in the community that serve as alternatives to arrest and prosecution and pathways for youth to access services without court or criminal justice involvement; j) De-escalation techniques when working with youth or groups of youth; k) State law regarding restraint and isolation in schools, including RCW 28A.600.485; 1) The federal family educational rights and privacy act (20 U.S.C. Sec. 1232g) requirements including limits on access to and dissemination of student records for noneducational purposes; and m) Restorative justice principles and practice...

School Resource Officers. It is mutually understood between the City of East Providence and the International Brotherhood of Police Officers Local 569 that: 1. There will be three (3) specialized assignments within the East Providence Police Department referred to as School Resource Officers (SRO’s). These officers will be responsible for maintaining order within their assigned schools. XXX’s will serve as mentors and lecturers in appropriate classes and will be interacting with students in a non-traditional manner. 2. Candidates for the SRO assignment will be selected from the Uniform Patrol Division and will have a minimum of five (5) years of service at the time of appointment. Although 5 years of service is required at the time of appointment, officers who have completed three (3) years of service may apply for this assignment. 3. Selection to this assignment will be based on qualifications, initiative, and seniority. XXX’s must possess teaching skills, public speaking skills, human relations skills, conflict resolution skills, a desire to work with youth and the willingness and ability to be flexible. 4. Duty hours of the SRO must be flexible, but they will primarily mirror school administrator’s hours. SRO’s shall primarily work Monday through Friday during the school year, but may be required to be flexible as the need arises. 5. SRO’s will be assigned to a designated secondary school during the school year. The immediate supervision for the SRO’s will be the responsibility of the CPU commander. The assigned SRO’s and/or the CPU commander shall confer daily with the respective school principals or their designee in order to obtain their input, and to ensure that concerns of the school administration are being properly addressed. 6. The SRO will be assigned to patrol in the relief pool during the summer months and during school vacations. SRO’s shall take their vacations during school vacation periods only unless otherwise authorized by the Chief of Police. They shall pick their vacations separately from the patrol division and the CPU. (1 SRO at a time) 7. SRO’s shall be authorized to wear either the Soft Duty Uniform consisting of a department issued polo shirt, black BDU pants and boots, or the full duty uniform depending on the specific need or occasions. School Resource Officers. (SRO) shall work a 5 days on – 2 days off schedule, Monday through Friday, with an 8.25 hour shift and receive CSRO time for every third week’s Friday. During the summer months of June, July and August, the SRO’s will be assigned to the Detective Bureau working their normal SRO hours. Any time the schools have off throughout the school year for two days or more during Monday through Friday, the SRO’s will be required to use CSRO Time unless waived by the supervisor.
