Summary of Request. Meridian Development (“Applicant”) submitted an application on April 7, 2022 to develop the Project site to include an amendment to the Specific Plan, Development Agreement, Tentative Subdivision Map, and Grading Exemption for the development of a 64- lot single-family residential subdivision with a density of 1.83 dwelling units per acre (net density) (“Project). Lot sizes range from 7,000 square feet up to 14,871 square feet. The design also includes 12 open space lots (Lots A – L) totaling 14.66 acres, including a 10.95-acre habitat conservation lot. The project includes a request to modify the alignment of the main internal street (Street “E”) and to revise the setbacks along this street to be consistent with standard R-1 single-family residential setbacks, along with modification to certain architectural design criteria for the future homes. A Development Agreement involves financial compensation to the City in exchange for a density transfer of 20 single-family units from public lands within the Specific Plan Area, as permitted by the Northeast Gateway Specific Plan. A Grading Exemption is requested for cut slopes up to 63 feet in height located towards the northeastern portion of the project. All existing structures on the site would be demolished. Project plans are included as Exhibit “I” to draft Planning Commission Resolution No. 2023-02, which itself is included with this report as Attachment 3.
Summary of Request. Notice 4 asserts that "to label a beverage that derives most of its alcohol content from added alcohol flavors as a malt beverage is inherently misleading since consumers would expect that malt beverages derive a significant portion of their alcohol content from feinientation of barley malt and other ingredients at the brewery." Id. at 14296. Notice 4 provides no scientific or statistical support – such as consumer surveys or other evidence – for this assertion. Despite the lack of any factual support, Notice 4 uses this assertion to justify its proposed "standard for malt beverages that limits the alcohol content derived from alcohol flavorings and other materials to less than one-half of one percent alcohol by volume...."
Summary of Request. On June 19, 2017, we received a request from the Navy for an IHA to take marine mammals incidental to pile installation and demolition associated with a pier replacement project in San Diego Bay at Naval Base Point Loma (NBPL) in San Diego, CA, including a separate monitoring plan. The Navy also submitted a draft monitoring report on June 13, 2017, pursuant to requirements of the previous IHA. These final application and monitoring plan were deemed adequate and complete on July 20, 2017. The pier replacement project is planned to occur over multiple years; this IHA would cover only the fifth year of work and would be valid for a period of one year from the date of issuance. Hereafter, use of the generic term ‘‘pile driving’’ may refer to both pile installation and removal unless otherwise noted. The Navy’s request is for take of nine species of marine mammals by Level B harassment. Neither the Navy nor NMFS expect mortality to result from this activity and, therefore, an IHA is appropriate. Monitoring reports are available online at xxx.xxxx.xxxx.xxx/xx/ permits/incidental/construction.htm and provide environmental information related to issuance of this IHA. This IHA will cover one year of a larger project for which the Navy obtained prior IHAs and this request for take authorization is for the fifth year of the project, following the IHAs issued effective from October 8, 2016, through October 7, 2017 (81 FR 66628), from September 1, 2013, through August 31, 2014 (78 FR 44539), from October 8, 2014, through October 7, 2015 (79 FR 65378), and from October 8, 2015, through October 7, 2016 (80 FR 62032). The Navy complied with all the requirements (e.g., mitigation, monitoring, and reporting) of the previous IHA. Monitoring reports are available online at xxx.xxxx.xxxx.xxx/ pr/permits/incidental/construction.htm and provide environmental information related to issuance of this IHA. NBPL provides berthing and support services for Navy submarines and other fleet assets. The existing fuel pier serves as a fuel depot for loading and unloading tankers and Navy underway replenishment vessels that refuel ships at sea (‘‘oilers’’), as well as transferring fuel to local replenishment vessels and other small craft operating in San Diego Bay, and is the only active Navy fueling facility in southern California. Portions of the pier are over one hundred years old, while the newer segment was constructed in 1942. The pier as a whole is significantly past its design servic...
Summary of Request. This request is to again enter into the contract with Mountain Humane for fiscal year 2019/2020.
Summary of Request. Transportation accounts for one-third to one-half of all greenhouse gas emissions in most cities. In some parts of the Midwest, transportation emissions are growing at twice the national rate due to faster-than- average population growth and a huge increase in recent years in per capita distance traveled. The largest contributor to transportation emissions in the U.S. is private cars and trucks. A promising emerging approach for getting people out of single-occupancy vehicles is “Mobility Hubs,” combining multiple modes of transportation together in one physical location. Mobility Hubs include transit stops, carshare stations, bike parking, wayfinding elements and universal fare payment via a single smartcard or mobile app. The goal is to make it easy to access a wide range of travel options for different trip types, thus helping to reduce reliance on private autos and curb emissions (and congestion and other problems). This project will support the development of plans for deploying Mobility Hubs across two CNCA cities: one in the Midwest (Minneapolis) and one in Europe (Stockholm). The project will also coordinate with other Bloomberg ACCC cities interested in working on Mobility Hubs, including St. Xxxx.
