USE OF CITY FACILITIES. A. The Association may use City facilities with prior approval for the purpose of holding meetings to the extent that such facilities are made available to the public, and to the extent that such use of the facility will not interfere with normal departmental operations. With the prior approval of the Area commanding officer, roll call rooms may be made available for Association meetings. Participating employees will attend said meetings on their own time. B. If the use of a facility requires a fee for rental or special set-up, security, and/or cleanup service, the Association will provide or assume the cost of such service(s) or facility.

USE OF CITY FACILITIES. City employees or the Association or their representatives may, with the prior approval of the City Manager or designated representative, be granted the use of City facilities during non-work hours for meetings of City employees provided space is available. All such requests shall be in writing and shall state the purposes of the meeting. The use of City equipment normally used in the conduct of business meetings, such as desks, chairs, and whiteboards is allowed, but the use of City owned electronic devices such as computers, printers, and copiers is strictly prohibited, notwithstanding the presence of such equipment in approved City facilities notwithstanding.
USE OF CITY FACILITIES. Union may, with the prior approval of the Municipal Employee Relations Officer, be granted the use of City facilities for Union meetings provided space is available. All such requests shall be in writing and shall state the purpose or purposes of the meeting. The City reserves the right to assess reasonable charges for the use of such facilities. The use of City equipment other than items normally used in the conduct of business meetings, such as desks, chairs, e-mail systems, and blackboards, is strictly prohibited unless prior approval is obtained from the Municipal Employee Relations Officer, the presence of such equipment in approved City facilities notwithstanding.

USE OF CITY FACILITIES. The PBA will be permitted to use a meeting room provided and chosen by the City, for PBA meetings scheduled after 5:00 PM, at no cost, as available, providing said arrangements have been made in advance with the appropriate department. Except as provided for in this Article, no employee covered by this Agreement will be permitted, during scheduled work hours, including meal breaks, to attend PBA meetings.
USE OF CITY FACILITIES. Representatives of the Association may use City facilities for general membership or Board meetings with the City as long as approval and prior clearance from the director or designee are obtained. The Association may hold meetings during the noon hour in facilities that are available, subject to the approval of the director or designee.

The City shall continue to permit use of certain facilities for RPA meetings subject to the operating needs of the employer and Section 3.17.120 of the City's Personnel Rules. B. RPA shall have access to the internal department mail boxes for distribution of RPA employee relations and association materials for all its unit members. C. RPA representatives/officers shall have reasonable access to City telephones for local employee relations (including Sacramento area) calls as approved by their immediate supervisors. Access to phones shall not be unreasonably denied and use of the phones shall not be disruptive to the employee's work performance.
