A Proposal determined as not substantially responsive will be rejected by UNDP and may not subsequently be made responsive by the Offeror by correction of the non-conformity. A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any financial proposal being opened and compared. In the first stage, the technical evaluation shall be on the basis of responsiveness to the Terms of Reference, applying the evaluation criteria and point system specified below. A Proposal shall be rejected at this stage if it does not respond to important aspects of the Terms of Reference or it fails to achieve the minimum 700 points (70% out of 1000 points) of technical score indicated in evaluation table below.
