Department Work Rules. The City agrees to make available to the Union current written Departmental policies and instructions. When reasonable, additional Departmental policies and instructions are developed and published, the City will make copies to the Union and employees. All policies must be uniformly applied. However, the obligation to make copies of current and future Departmental policies and instructions available does not extend to policies which describe confidential or security procedures.

All departmental and divisional policies, instructions, and work standards shall conform to the Civil Service Rules, Personnel Regulations and Memorandum of Understanding.

A. All Departmental and Divisional policies, instructions, and work standards must conform to the Civil Service Rules, Personnel Regulations, and applicable Memorandum of Understanding.
Department Work Rules. The CITY shall continue to make reasonable efforts to acquaint employees with work rules. The CITY will continue to apply work rules uniformly. Department work rules, once established, shall be posted on the bulletin boards five days prior to their effective date, except in emergency situations or situations requiring immediate action.
Department Work Rules. 20 The Federation recognizes the prerogative of the County to operate and manage its affairs in all 21 respects in accordance with its responsibilities, duties and powers, pursuant to the statutes of the State of 22 Wisconsin, the ordinances and resolutions of the County and the rules of the Civil Service Commission.

Where provisions of this agreement conflict with the rules, regulations, and policies of the County of Lancaster or the department, the agreement shall control.

The administration agrees that, to the extent possible, any work rules which the City may promulgate shall be reduced to writing and a copy provided to each of the covered members in advance of their enforcement. Any charge by a member that a work rule, or department directive is in violation of this agreement or has not been applied or interpreted uniformly to all members, shall be a proper subject for a grievance.

The Agreement, entered into by the County of Lancaster and IBEW Local 1536 - Engineering, supersedes the Rules and department or agency rules, regulations and policies.
Section 2. The Union shall be provided with a copy of any proposed department rules and/or regulation changes five (5) working days prior to posting. The Union reserves the right to request a special Labor Management meeting to discuss the proposed changes prior to their effective date, except in emergency situations where the meeting shall take place within five (5) working days of the effective date.

As reasonable additional departmental policies and instruc- tions are developed and published, the City will make available copies to Local 127 and employees. Such policies shall be uniformly applied. However, the obligation to make available copies of current and future departmental policies and instructions shall not extend to ones which describe confidential or security procedures.
Department Work Rules. The City agrees to notify the affected employees in advance of changes in written departmental operating procedures which would affect employees in the bargaining unit. Conferences to discuss such changes may be arranged prior to the time such changes would become effective. However, nothing in this section shall be construed to limit the City from exercising its management responsibilities, provided, however, that when changes in procedure or department operations would cause a reduction in force or layoff of any employee, such proposed change, including the effective date shall be provided in writing to the Union in advance of making the proposed change. Nothing in this section shall be construed to waive the Union’s right to bargain any mandatory subject of negotiations. Internal investigations of Civil Service employees in the Police Department will be conducted in accordance with the Police Department Internal Investigative Standards outlined in Appendix B.
