Downstaffing. If it becomes necessary to further reduce the number of employees in a particular department or unit, the above process on floating, and resourcing will be followed. If that fails to adequately reduce the staff on the unit/department, further reduction will be completed as follows: 1.) agency personnel will be canceled first; 2.) any scheduled overtime (time paid at time and one- half) will be canceled; 3.) employees shall be provided the opportunity to be excused from work in order of seniority on a rotating basis with the understanding that the employee accepting this opportunity shall have the option of utilizing PTO or taking the time without pay; 4.) per diem time in excess of commitment days will be canceled; 5.) any scheduled hours in excess of an employee's normal work week or in the case of regular part-time employees in excess of the weekly hours for which they were hired, will be canceled in inverse order of seniority, with the understanding that regular part-time employees shall have the option of utilizing PTO; 6.) per diem commitment days will be canceled; 7.) any flex employee assigned to that unit on that shift shall be canceled.

Downstaffing. Section 1 - The Employer retains discretion to temporarily reduce staffing on a given unit and shift when there are more employees than required by patient care needs. Prior to downstaffing employees, agency staff will be cancelled. The following order will thereafter be followed: (a) Bonus shifts (b) Overtime shifts (c) Volunteers shall be sought, utilizing the Volunteer Log in place in that division (d) Per diem employees in the division (e) Extra shifts for part-time employees (f) Regular staff will be canceled on a rotating basis beginning with the least senior nurse on duty as indicated on the Down Staffing Log in place on each unit. Employees volunteering to be down staffed when there is a need will not be considered to have fulfilled their turn in the rotation. If it becomes necessary to downstaff employees within Maternal Child Health, the above order will be followed provided the remaining nurses have the skills needed to cover the unit. All employees in Maternal Child Health will be cross-trained within nine (9) months of the effective date of this Agreement. Section 2 - An employee who is called off shall have the option of (1) floating to another division, subject to availability, competency and qualification; (2) applying paid time off; or (3) taking unpaid time off. An employee whose “regular” hours have been down staffed and who requests to work a different shift will be considered where available.

Downstaffing. During periods of low census or lack of work, the normal workday and/or workweek may be decreased. The below priority will be used by the Employer, if fewer staff are required. In cost centers that schedule staff in multiple locations, the below priority will apply only to the specific location(s) where the Employer elects to decrease the normal workday and/or workweek. At each level of priority set forth in this Section, the order of selection under will be determined by first selecting the employee(s) with the longest time from their last call-off pursuant to this Article. If an employee is canceled after reporting to work, they will be canceled for the entire shift, but may be placed on call pursuant to the On Call/Call In Article with the employee’s consent. If an employee is canceled prior to reporting to work, the hours of cancellation will be determined by management at the time of notification. Employees who are canceled have the option of using CTO time, or taking time off without pay. Mandated time off will not affect benefit status. Prior to canceling any volunteers per this subsection, the supervisor/manager will offer volunteers the opportunity to complete available work on education, research, training, competencies or other cost center work.
