Economic Development Plan. Civic shall include, as part of its annual Proposed Work Plan, the economic development activities proposed for the upcoming fiscal year. Funding for the proposed economic development activities shall be identified in the plan and reflected in the Proposed Operating Budget.

The Anaheim Chamber is uniquely qualified to collaborate with the City and business partners. These strategies will promote Economic Development in Anaheim by working to link Anaheim businesses with resources and connections to bring them to Anaheim and keep them growing. Further, these strategies will promote Anaheim businesses through partnerships with international business groups, import/export companies, and promote Anaheim as an ideal location to relocate or expand a business in Southern California. Economic Development Plan Strategies will include: - Development and distribution of resource materials welcoming new businesses to Anaheim. - Development and distribution of materials targeting top Anaheim businesses, particularly key tax generators for the City of Anaheim and Anaheim Public Utilities, detailing opportunities and benefits to expansion. - Host special events and individual meetings, aimed at attracting new businesses to Anaheim, including key topics such as: o Specific plan opportunities, with special attention on the Beach Boulevard Specific Plan o Anaheim investment opportunities including Anaheim Opportunity Zones - Implementation of Red Team Visit program in order to reach out to businesses to provide support and resources to retain their business in Anaheim, while discussing opportunities to expand. - Partner with international business organizations and provide the relevant resources to Anaheim businesses for building and growing export and import opportunities. - Recognizing the advantages Anaheim enjoys in its diverse community of business owners and residents, develop a plan to outreach to and provide resources for immigrant, women and minority-owned businesses as well as those businesses serving immigrant community. - Link Anaheim residents to employers as well as job training opportunities specific for Anaheim’s workplace, particularly in emerging markets, shared-economy, SMART CITY technologies and new growth industries. - ACC will work in collaboration with the City’s Economic Development Team to enhance and supplement their current economic development activ...

Economic Development Plan. Kosmont will prepare a draft summary Power Point Plan. The Plan will include relevant data sources, key findings, and specific recommendations and actionable implementation strategies for staff review and comment. Kosmont will be available to make personal presentation of the EDSP to City Council with graphics and visuals that illustrates and summarizes key findings. PHASE III - Implementation Kosmont will utilize the market analysis and City Council support to identify feasible development concepts for each Opportunity Site. With help of City staff, Kosmont can prepare request for qualifications / proposals (RFQ/P) solicitations to seek out well qualified developers / partners for the Opportunity Sites. Kosmont can also assist City staff in evaluating developer RFQ/Ps and negotiating economic terms for Exclusive Negotiations and Development Agreements. EXHIBIT "B" SCHEDULE OF SERVICES Consultant is prepared to commence work upon receipt of executed Agreement, and relevant project data. Consultant anticipates completing a draft Plan per Phase I and II within three months. Exhibit “B”-1 EXHIBIT "C" COMPENSATION Compensation for Phase I and II is not to exceed Sixty Thousand Dollars ($60,000) for professional services (hourly) fees and expenses at Consultant’s public sector billing rates, as shown below. Phase III services can be budgeted following completion of Phase 2. Services will be invoiced monthly at Consultant’s standard billing rates, as indicated below. In addition to professional services (hourly) fees, invoices will include reimbursement for out-of- pocket expenses such as travel and mileage (provided that there shall be no overnight travel without the Client’s prior approval and that mileage shall be reimbursed at the current IRS mileage reimbursement rate), professional printing, conference calls, and delivery charges for messenger and overnight packages at actual cost. Unless otherwise agreed to in advance, out-of-area travel, if any, requires advance funding of flights and hotel accommodations. Consultant will also include in each invoice an administrative services fee to cover in-house copy, fax, telephone and postage costs equal to four percent (4.0%) of Consultant’s monthly professional service fees incurred. Any unpaid invoices after 30 days shall accrue interest at the rate of 10% per annum.
