Engineering Services During Construction. During construction F&L will provide construction support services to the City. Construction support services will include: • Prepare response to Requests for Information (RFIs): Review and Respond to up to five RFIs utilizing F&L’s standard RFI response memorandum format. Xx. Page 5 of 6 2nd REVISION - February 6, 2020 • Review Submittals: Review up to 10 shop drawing and submittals to provide written comments on all reviewed submittals utilizing F&L’s standard submittal review letter. We have also assumed that there will be up to four resubmittals. • Site Visits: Perform up to two site visits to review progress. The purpose of the site visits is to review the construction contractor’s general conformance with CDs. Our staff will prepare reports documenting each F&L site visit. • Evaluate and draft responses to up to two contractor’s change order requests. • Prepare record drawings based on contractor provided red lines. F&L assumes that the City will provide construction management, inspection services, and quality assurance testing services.

Engineering Services During Construction. This task involves providing engineering services during the pre-construction and construction phase of the project. The Provider will be responsible for conducting the following work during the pre-construction phase: • Once a successful respondent is selected, Provider will participate in a Pre- Construction Conference near the project site in Magnolia Beach to meet with the selected Contractor to discuss project details, contractor submittals, contract requirements, Contractor and Owner responsibilities, and pre- construction requirements. Pre-Construction Conference minutes will be developed and submitted to the Owner and Contractor. • Provider will review all Contractor submittals for conformance with the Contract Documents and provide review response via fax, email, or hard copy to the Owner and the Contractor. This work includes pre-construction submittals such as the Construction Work Plan, project schedules, proposed construction materials, shop drawings, borrow source investigation, material testing, and construction surveys. • Provider will interpret plans and specifications and respond to Contractor’s requests for information via fax, email or hard copy as necessary. • Provider will update, assemble, and submit a revised set of Contract Documents with the agreed upon schedule of values between the Owner and the Contractor and modified template for awarded project. Construction-phase engineering services will be provided from the award of the construction contract through final completion, assumed to be 20 weeks in duration. The services will include project construction oversight, review of Contractor submittals and Quality Control testing, development and submittal of progress reports, responding to requests for information, approval of Contractor invoices, and recommendation for final completion. The Provider will calculate and estimate quantities of material delivered to the site. Due to the complicated nature of the project related to jurisdictional areas and environmental regulatory requirements, the Provider will have a resident engineer onsite during construction to review the progress of the work and the work's conformance to the Contract Documents. Provider will notify the Owner and the Contractor when work is not in conformance with the contract documents. Engineering Services During Construction. (ESDC) EXTENSION (BKF + BCA) Based on the pre-construction survey performed by Monk & Associates a Golden Eagle nest was identified to be within the 0.5-foot nest protection buffer required from the proposed construction limits. Construction was originally anticipated to start in April 2023, and was delayed due to the Golden Eagle nest. The new construction start date is not July 18, 2023. The full completion of the project will still meet the “Notice Inviting Bidders,” Section (Time for Final Completion) of 180 working days (30 weeks) from the new start date in July.
