HOW / WHAT INFORMATION WILL BE SHARED i. The Police will share with the OPCC where all of the following apply: The sharing would not prejudice ongoing or potential investigations or prosecutions by Sussex Police or other parties. The sharing would not contradict any legal obligation upon Sussex Police that prohibits or precludes sharing.
ii. The OPCC will share with the Police where all of the following apply: Information will be shared by the OSPCC with Sussex Police where necessary to exercise the PCC’s or Chief Constable’s functions or where necessary for a policing purpose. The sharing is reasonably required by the OSPCC to assist the PCC in exercising his/her statutory functions. Both individuals will be responsible for the management of this ISA and ensuring compliance with it. They will be responsible for the initial revision of this ISA. Information will be shared by the OSPCC with Sussex Police where necessary to exercise the PCC’s or Chief Constable’s functions or where necessary for a policing purpose. iii. This information will be shared verbally and by secure email.
HOW / WHAT INFORMATION WILL BE SHARED i. The Police will share : A Police custody photograph (if available) The subject’s name The subject’s age Home address (if available for the issuing of banning letters)
ii. Any data will only be used for the specific purpose for which it is shared, and recipients will not release information to any third party without obtaining the express written authority of the disclosing partner, including requests from the public, disclosure within judicial proceedings and safeguarding forums.
iii. If the incident linked to the ban was reported to the Police then it must be recorded on a Police recognised computer system.
iv. The release of a Police photo, name, age and address MUST be in the interests of public safety, to preserve order or to prevent crime and disorder. There should be sufficient grounds to suspect the person’s involvement in the act for which they have been banned.
v. The type of incident MUST justify disclosure. For example, violence, theft and public order offences; linked to or targeted the retail premises.
vi. The release of Police data shall NOT be limited to persons who have been charged, cautioned or positively disposed of in any other way. The decision to disclose shall be based on all relevant factors in the Police material relating to the incident and to be in the interests of public safety and preventing crime and disorder.
vii. The material provided by Hampshire Constabulary MUST be sent to Xxxxx Xxxx Shopwatch either by hand or directly onto a secure Shopwatch website. E-mail shall not be used unless there is a secure e-mail link in existence between the parties involved.
viii. Where information or a photo about a person under 18 is being considered the threshold for satisfying the above criteria will be much higher and it is anticipated that sharing will only occur in exceptional circumstances. For example: A prolific offender having a significant negative impact; high likelihood of re-offending; sharing is most likely to prevent re-offending; and the disclosure is in the significant public interest.
ix. In order to comply with the fairness and transparent principle under Article 5(1)(a) of the GDPR 2018, the subject must be informed of the disclosure of their details to the Shopwatch. Therefore Shopwatch will give written notice of this to the subject.

HOW / WHAT INFORMATION WILL BE SHARED i. The Police will share: The full name, date of birth and address of any individual associated with Portsmouth Football Club who is subject of a football banning order. The full name, date of birth and address of any individual believed to be ticket touting in relation to any event held at Fratton Park. The details of any individuals believed to be attending Portsmouth Football Club matches with the intention of committing any offences. The details of any individual believed to be intending to commit acts of violence, crime, disorder or disruption within the footprint of Fratton Park. Where necessary a photograph of the individual to aid identification of the subject and minimise any intrusion to others.
ii. The Portsmouth Football Club will share: Information gained that did not necessarily involve an offence but resulted in sanctions being taken by the management against an individual, such as ejection or temporary or permanent bans. Information that will assist in the planning of events that may necessitate policing operations at a range of scales at Fratton Park, its footprint area or spanning adjacent premises or land. Information that will assist in the planning of Policing Operations not only for fixtures at Portsmouth FC but also for those fixtures involving the England National Team or other matches played in the UK or abroad. Information regarding spectators travelling to events at Fratton Park that may be used for policing purposes, including but not exclusive to: numbers, modes of transport, companies providing transport etc. Information regarding incidents of criminal activity, violence, disorder or other form of anti- social behaviour reported to them or otherwise notified if relevant.
iii. Information will not be shared where disclosure would prejudice ongoing criminal proceedings unless there is an overriding public safety requirement to do so.
iv. No police tactics will be shared with Portsmouth Football Club under this agreement.
HOW / WHAT INFORMATION WILL BE SHARED i. This agreement has been formulated to facilitate the exchange of information between partners. It is, however, incumbent on all partners to recognise that any information shared must be justified on the merits of each case.
ii. Where a policing incident is recorded the following information can be shared: A Police custody photograph (If available) The subject’s name The subject’s DOB or age Residential address – (to be held locally by the Winchester BID office for the issuing of banning letters) A modus operandi (if relevant in targeted briefings)
iii. Where information or a photo about a person under 18 is being considered the threshold for satisfying the above criteria will be much higher and it is anticipated that sharing will only occur in exceptional circumstances. For example: A prolific offender having a significant negative impact; high likelihood of re-offending; sharing is most likely to prevent re-offending; and the disclosure is in the significant public interest.
iv. The material provided by Hampshire Constabulary MUST be sent securely to Winchester BID either by hand or directly onto the secure website ‘D.I.S.
HOW / WHAT INFORMATION WILL BE SHARED i. The following information relating to high risk offenders and vulnerable individuals can be shared between Hampshire Constabulary and Immigration Intelligence: Names Dates of birth Known addresses Any relevant convictions Immigration status Warning markers Relevant intelligence Custody photographs.
ii. The data can be shared using secure email or through verbal sharing.
iii. It is also intended that a nominated Immigration Intelligence member of staff will have Level Two (Inputting) access to the police Record Management System (RMS) for the purposes of Intelligence exchange. This will be sponsored by a Detective Chief Inspector within the Constabulary and access will only take place in an agreed location.

iii. Data can only be used for the purpose shared and cannot be shared to third parties without written permission. Information that may prejudice an ongoing investigation will not be shared unless there is an overriding safety requirement.
HOW / WHAT INFORMATION WILL BE SHARED i. Either Hampshire Constabulary or the Youth Offending Team may share: Any information deemed proportionate, and necessary for the restorative justice decision making process, to include information regarding behavioural or lifestyle factors to be taken into account. Any information deemed proportionate, and necessary in order to assist in the offender management, Multi Agency Public Protection Arrangements (MAPPA), and gang affiliation activities of those deemed at risk, to include information regarding behavioural or lifestyle factors.
ii. Accordingly Hampshire Constabulary may share: Offenders or alleged offenders: name, date of birth, gender, ethnicity, primary language, address, telephone number, doctors name and surgery, school or college attended, commission or alleged commission of offences. Parent/Guardian/Representative /Appropriate Adult: name, address, telephone number, and relationship. Victim: name, date of birth, gender, ethnicity, primary language, address, telephone number, school or college attended, vulnerability status, appropriate adult name and telephone number. Offending history: including offences withdrawn, outstanding or dealt with. Intelligence and information: about offending or lifestyle including, where appropriate, on family members and associations.
iii. Accordingly the youth offending team may share: Information held by the YOT for active and non-active cases as set out in the YJB information management guidance.

ii. How and how often: The material provided by Hampshire Constabulary will be delivered to New Xxxxxx Pubwatch by hand. E-mail shall not be used unless there is a secure e-mail link in existence between the parties involved. Information will be shared when appropriate, as and when required.
HOW / WHAT INFORMATION WILL BE SHARED i. The Police will share the following police data with the council's TF Team: Record Management System ID Full name Date of birth Her Majesty’s Inspectorate of Constabulary crime tree Date of incident Incident number Suspect and offender flags
ii. Police data will be combined with council data and will be used for measuring the impact of the TF Programme within Portsmouth City Council. It will also contribute towards the council's reporting on the TF Programme to MHCLG . No other staff members shall access the personal or special category data provided by the Police without prior approval from the Police as the Data Controller of the original Police Data.
iii. The combined Police and Council data may be retained by the council for the life of the Troubled Families Programme Phase 2 which has an operational end date of 31-Mar-2010 and a further 'wash up' and evaluation/analysis phase, expected to last no longer than 31-Mar-2020. This is due to the national requirements for onward monitoring of impact known as the Family Progress Data Return. Furthermore, the Council is subject to at least two 'spot checks' in the form of an MHCLG audit during the programme in which evidence of validity of claim is provided to Auditors including statistical data to support Significant and Sustained Progress payment by results claims.
iv. The council are the data controller for the combined police and council Troubled Families data.
