Importance of Training. The Parties recognize the need to maintain continuing support of the programs designed to develop adequate numbers of competent workers in the construction industry, the obligation to capitalize on the availability of the local work force in the area served by the College, and the opportunities to provide continuing work under the construction program. To these ends, the Parties will facilitate, encourage, and assist local residents to commence and progress in Labor/Management Apprenticeship and/or training Programs in the construction industry leading to participation in such apprenticeship programs. The College, the Community Workforce Coordinator, other College consultants, and the Council, will work cooperatively to identify, or establish and maintain, effective programs and procedures for persons interested in entering the construction industry and which will help prepare them for the formal joint labor/management apprenticeship programs maintained by the signatory Unions.

To these ends, and consistent with any laws or regulations, the Parties will facilitate, encourage, and assist City Residents and Targeted Workers commence and progress in Apprenticeship Programs and/or apprenticeship readiness programs in the construction industry leading to participation in such Apprenticeship Programs. The City, the Project Labor Coordinator, other City consultants, the Contractors, and the Council and Unions, will work cooperatively to identify, or establish and maintain, effective programs and procedures for persons interested in entering the construction industry and which will help prepare them for the entry into Apprenticeship Programs. Apprentices, if utilized, must be enrolled in a California Apprenticeship Council-approved Apprenticeship Program.

The District, District consultants, and the Council, will work cooperatively to identify, establish, and maintain, effective programs and procedures for persons interested in entering the construction industry and which will help prepare them for the formal joint labor/management apprenticeship programs maintained by the Unions.

To these ends, and consistent with any laws or regulations, the Parties will facilitate, encourage, and assist Local Workers and Transitional Workers in enrolling in and progressing through Apprenticeship Programs and/or apprenticeship readiness programs in the construction industry that lead to participation in Apprenticeship Programs. Metropolitan, the Project Labor Coordinator, other Metropolitan consultants, the Contractors, and the Councils and Unions, will work cooperatively to identify, or establish and maintain, effective programs and procedures for persons interested in entering the construction industry and which will help prepare them for the entry into Apprenticeship Programs.
Importance of Training. The Parties recognize the District’s intent to implement construction Apprenticeship Programs and to seek to the greatest extent allowed by law to employ apprentices from these programs on Project Work. The Parties further recognize the need to maintain continuing support of the programs designed to develop adequate numbers of competent workers in the construction industry, the obligation to capitalize on the availability of the local work force in the area served by the District, and the opportunities to provide continuing work under the construction program funded by the General Obligation Bond. To these ends, and consistent with any laws or regulations, the Parties will facilitate, encourage, and assist local residents to commence and progress in Apprenticeship Programs including District’s Pre-Apprenticeship and Apprenticeship Programs in the construction industry leading to participation in such Apprenticeship Programs. The District, the Project Labor Coordinator, other District consultants, the Contractors and the Council and Unions, will work cooperatively to identify, or establish and maintain, effective programs and procedures for persons interested in entering the construction industry and which will help prepare them for the entry into Apprenticeship Programs. Apprentices, if utilized, must be enrolled in an Apprenticeship Program.

Importance of Training. The parties recognize the importance of a trained and skilled workforce, made possible through apprenticeship programs. As such, this PLA will utilize quality apprentices in the workforce. All state-approved apprenticeship programs that meet or exceed the parallel Labor Management Program’s completion rates, completion counts, and total registered apprentices count shall be recognized and utilized in accordance with Section 3.5 (b). Meet or exceed shall be determined by California Department of Industrial Relations, Division of Apprenticeship Standards annual reports – Completion counts for building trade programs last five (5) years and building trades completion rates. In the event that a state-approved apprenticeship program has not been in existence long enough to meet or exceed the criteria listed above, the program will be referred to the Joint Subcommittee on Training and Apprenticeship (Section 14.3) for review and a determination as to whether or not that program shall be considered a qualified apprenticeship program for purposes of this PLA. The parties also recognize the need to maintain continuing support of the programs designed to develop adequate numbers of competent workers in the construction industry, the obligation to capitalize on the availability of the local work force in the area served by the District and the opportunity to provide employment at fair wages and working conditions on Project Work. To these ends, the parties will facilitate, encourage, and assist local residents to enter and progress in the aforesaid state approved apprenticeship and/or training programs in the construction industry. The District, PLA Administrator, other District consultants, and the Council, will work cooperatively to identify, or establish and maintain, effective programs and procedures for persons interested in entering the construction industry and which will help prepare them for the aforesaid state approved training or apprenticeship programs.

To these ends, and consistent with any laws or regulations, the Parties and Contractors will facilitate, encourage, and assist Disadvantaged Workers and Targeted Workers in enrolling in and progressing through Apprenticeship Programs and/or apprenticeship readiness programs in the construction industry that lead to participation in Apprenticeship Programs. SANDAG, the Project Labor Coordinator, other SANDAG consultants, the Contractors, and the Council and Unions, will work cooperatively to identify, or establish and maintain, effective programs and procedures for persons interested in entering the construction industry and which will help prepare them for the entry into Apprenticeship Programs.
