Non-Supplantation. Funds provided under this Agreement for this Program Element must not be used to supplant state, local, other non-federal, or other federal funds.

LPHA shall implement its PHEP activities in accordance with its HSPR approved work plan using the example set forth in Attachment 2 to this Program Element. Non-Supplantation. VOCA crime victim assistance funds will be used to enhance or expand services and shall not be used to supplant state and local funds that would otherwise be available for crime victim services. See Section 1404(a)(2)(c), codified at 42 USC § 10603(a)(2)(C).
Non-Supplantation. Agency shall ensure that DMHA Electronic Billing System is the funding source of last resort. If services offered can be paid for by other state, federal programs/grants, insurance (e.g. Substance Abuse Prevention and Treatment Block Grant, H.I.P. 2.0, Medicaid, Vocational Rehabilitation, Recovery Works, etc.), DMHA Electronic Billing System cannot be billed for the services. If an individual qualifies for services through another voucher or invoice based recovery program is ineligible for the same services through DMHA Electronic Billing System, Agency shall refer the individual back to the issuer of the original voucher or invoice for any additional services requested.
Non-Supplantation. Awardee agrees that the funds made available under the terms of this Agreement will be used by Awardee to fund the Agreement’s specified area only. Funds received under the terms of this Agreement should not supplant any other projects.

SERVICES FOR CHILDREN AGE 0-5 YEARS AND THEIR FAMILIES CONTRACTOR shall abide by the intent of the California Children and Families Act of 1998, and Section 130100 of the Health and Safety Code, which states the program is created for the “purposes of promoting, supporting, and improving the early development of children from the prenatal stage to five years of age. Funds provided under this agreement shall be used solely for the benefit of, and/or services to, children 0-5 and their families. EVALUATION AND MONITORING Services provided by CONTRACTOR shall be evaluated. CONTRACTOR shall submit evaluation data and related reports, and otherwise participate in the First 5 evaluation, using approved evaluation methods. Required evaluation data shall be submitted on a regular basis as determined by the First 5 evaluation requirements. Services provided by CONTRACTOR shall be monitored through quarterly, or as COMMISSION requires, program progress reporting and site visits. Program progress reporting will be required on a regular basis to ensure compliance with contractual obligations. At least once per year, the COMMISSION shall conduct a site visit as part of this monitoring process. Unless exercised sooner in accordance with Section 21: RECORDS AND INSPECTION, the COMMISSION may include the examination and auditing of records relating to program services during site visits. Any deficiencies noted in the provision of services may be addressed by COMMISSION through a corrective action plan in order to remedy any identified deficiency(-ies). Payments will be held if CONTRACTOR is delinquent with any required reports or submission requirements under this agreement or otherwise fails to address any deficiencies noted in the provision of services.
