PROJECT PURPOSE AND DESCRIPTION. The Project is for the benefit of the Recipient and has a Useful Life of forty (40) years. The funding under this Agreement shall be used to construct the West Valley Water Reclamation Facility (WVWRF), Area M2 collection system, conveyance system, and septic abatement of approximately 405 on-site septic systems. The purpose of the Project is to provide sufficient sewage treatment capacity and to remove individual septic systems from service that overlie the Mission Creek and Desert Hot Spring groundwater sub-basins.
