Hertfordshire County Council’s Integration Team in collaboration with local Head Teachers will identify and place pupils that meet the Hertfordshire Behaviour Strategy Tier 4 criteria in the provision. This provision is funded from the High Needs Block and is for targeted specialist early intervention services for primary-aged pupils living in Hertfordshire. Aims of the service • To build capacity and skills in local mainstream schools, to prevent pupils from being excluded, adding value to mainstream schools’ own provision and focus on pupils with high level needs. • Provide high quality and appropriate short-term schooling for pupils who are either permanently excluded or at risk of permanent exclusion. • Support the reintegration process back into mainstream schools or other suitable provision.

Transport requirements are subject to frequent change and it is therefore important that the service provision is flexible and able to react quickly to changing circumstances and requirements without detriment to quality.
