Road Safety Audits. The Traffic Operations office is responsible for the implementation of the FL-SHSP. The district believes that RSAs, because of their proactive nature and the low-cost/high value nature of their recommendations, are instrumental in addressing the emphasis areas of the FL-SHSP. In general, RSAs aim to answer the following two questions:
1. What elements of the road may present a safety concern: to what extent, to which road users, and under what circumstances?
2. What opportunities exist to eliminate or mitigate identified safety concerns? The goal of an RSA is to develop recommendations that enhance safety, while minimizing impact, if any, on traffic flow. As part of this assignment, the Consultant shall complete the following steps consistent with the procedures and guidelines outlined in the FDOT MUTS Manual, MUTCD, HSIP, XXXXXX, and FHWA RSA guidelines:
1. Identify project or existing road to be audited.
Road Safety Audits. “Preliminary Design”, “Detailed Design” and “Pre-Opening” road safety audits, completed in accordance with the procedures specified in The Canadian Road Safety Audit Guide, shall be required for each Roadway Work Package to be Constructed, (each, a “Road Safety Audit”).
Road Safety Audits. A Road Safety Audit is certifying that the new road works are safe to be used by the public and is prepared in accordance with the Department for Transport Road Traffic Audit Standard HD 19/15 or any other modification or replacement of the same. Unless the Council agrees in writing otherwise, Stage 3 (after completion of construction of works) and Stage 4 (before adoption of works) Road Safety Audit are required for all works subject to Agreement under sections 38 and/or 278 of the Highways Act 1980. Under certain circumstances, especially when larger and more complicated schemes are involved, the Council may require a Stage 1 and/or Stage 2 Road Safety audits, which certify that the works are designed safely and to approved standards.
Road Safety Audits. Prior to Commissioning of the Development, the Developer shall pay for a road safety audit to determine road upgrade requirements on the following roads (including intersections and rail crossings):

Road Safety Audits. 26.1 At any time during the detailed design stages the Director may require that an interim road safety audit be carried out in accordance with The Highways Agency Standard HD 19/03 and be submitted to the Director and if so required by the Director any recommendations in such interim report shall be implemented to his satisfaction.
26.2 Prior to the approval of the detailed design of each phase of the Highway Works a Stage 2 Road Safety Audit for that phase carried out in accordance with The Highways Agency Standard HD 19/03 shall be submitted to the Director and if so required by the Director any recommendations made in the Stage 2 Report shall be implemented to his satisfaction.
26.3 Prior to the issue of the Provisional Certificate in respect of each phase a Stage 3 Road Safety Audit for that phase carried out in accordance with The Highways Agency Standard HD 19/03 shall be submitted to the Director and if so required by the Director any recommendations made in the Stage 3 Report shall be implemented to his satisfaction.
26.4 A Stage 4 12 Month Monitoring Report ("the 12 Month Report") in respect of each phase carried out in accordance with The Highways Agency Standard HD 19/03 shall be submitted to the Director no sooner than 8 weeks and no later that 12 weeks following the first anniversary of the opening of that phase of the Highway Works for public use and if so required by the Director any recommendations made in the 12 Month Report shall be implemented to his satisfaction.
26.5 Following receipt of the 12 Month Report in respect of a phase of the Highway Works the Director may require that a Stage 5 36 month Monitoring Report ("the 36 Month Report") for that phase be submitted no sooner than 8 weeks and no later than 12 weeks following the third anniversary of that phase of the opening of the Highway Works for public use and if so required by the Director any recommendations in the 36 Month Report shall be implemented to the satisfaction of the Director AND xxx Xxxxxxxxxx will at that time secure by the deposit of a bond with the Highway Authority a sum equivalent to the Director's reasonable estimate of the cost of the potential liability of xxx Xxxxxxxxxx in respect of works arising from the 36 Month Report prior to the issue of the Final Certificate.
Road Safety Audits ensure that safety audits and safety inspection of the roads shall be carried out with respect to any road included in any Scheme, in accordance with the relevant Finnish legislation implementing the Directive 2008/96/EC of the European Parliament and of the Council of 19 November 2008 on road infrastructure safety management; and
Road Safety Audits to cover the costs of undertaking Stage 4a and 4b RSAs which are accident reviews following opening to traffic undertaken at 12 months and 36 months respectively. • Road safety audit remedial works – to cover the cost of taking action to address issues raised in Road safety Audits. • Contractual Claims – the works promoter will pay for all valid contractual claims arising from the implementation of the works. • Commuted Lump Sum (CLS) – The estimated cost of renewing the additional asset created through the scheme for a period of 60 years, calculated in accordance with HM Treasury guidelines. • Contract Specific Items – these may be identified and / or confirmed during the detailed design, such as statutory undertaker’s works costs. • Part I Claims – an additional amount deposited to cover the settlement of legitimate Part I LCA claims arising from the works.
Road Safety Audits. Prior to commencement of works to the Bridge link and/or operational vehicular access to the site (whichever the earlier), details of Road Safety Audit(s) shall be submitted to and approved in writing by the Local Planning Authority. To ensure the accesses and proposed roads do not compromise highway safety or the safety of pedestrians on the footway, in accordance with policy 7.2 of the London Plan 2016 and Policies T4 and T5 of the Local Plan 2018.
Road Safety Audits. A Stage 2 Road Safety Audit (assuming that Stage 1 has been undertaken at an earlier stage in the design process) must be carried out as part of the technical approval procedure. All Road Safety Audits shall be undertaken at the developer’s expense and in accordance with document GG119, which forms part of the national Design Manual for Roads and Bridges (DMRB), and the Highway Authority’s Road Safety Audit protocol . A Stage 3 Road Safety Audit shall be undertaken prior to adoption of the works by the Highway Authority.
