Sheriff Responsibilities. The Sheriff shall comply with the reporting provisions set forth in C.R.S. § 24-33.5-1219 and its notification responsibilities as outlined in the County AOP. The reporting requirements may be satisfied after the fact through the NFIRS or its successor system.

While operating the Helicopters under the County’s COPCN, the Sheriff agrees to: a) Provide continuous and uninterrupted Services in the manner and for those areas authorized by the COPCN; b) Provide Services authorized by the COPCN to adjacent areas or routes, when requested to do so by a public safety agency or EMS provider; c) Maintain such records as may be required by the federal or state government, or by the County Council, pursuant to any rules and regulations adopted by resolution, and furnish or make such records available to the County Manager or designee for inspection at reasonable times and places; d) Provide the following documents prior to expiration of existing documents for all pilots of the Helicopters: (1) Pilot license: (2) Annual medical certification; (3) Provide the following documents prior to expiration of existing documents for all paramedics of the Helicopters; (4) Paramedic credential; (5) Basic life support credential; (6) Advanced cardiac life support credential; and (7) Initial air crew member (ACM) education program that was conducted in accordance with the 1988 United States (U.S.) Department of Transportation (DOT) Air Medical Crew-Advanced National Standard Curriculum. e) Provide emergency protocols which address procedures when the helicopter is overdue, when radio communications cannot be established, or when helicopter location cannot be verified. These documents shall be reviewed biennially by the Sheriff. f) Provide that each licensed rotary wing air ambulance shall document at least every fifteen (15) minutes of flight while enroute to and from the patient’s location. g) Provide for quarterly safety committee meetings and preparation of minutes in accordance with state regulation. h) Operate the helicopters in conformance with all federal, state, or local laws or ordinances, and all rules and regulations, resolutions or policies thereunder, and any conditions or limitations required while operating under the County’s COPCN and pursuant to Section 46-92, Code of Ordinances, County of Volusia. i) Reimburse the County for biennial ALS permit fees incurred by the County for each Helicopter at $25.00 for each permit for a total cost of $75.00 for FY2021 and in subse...
Sheriff Responsibilities. The Sheriff agrees to provide the following: 1. Sheriff shall provide all employees necessary to operate the communications center efficiently and effectively 24 hours per day, 7 days per week, 365 days per year, including, operators necessary to meet all E911 State Plan requirements for call response time. 2. Sheriff shall use its best efforts to properly use and maintain the County’s property, including, the E911 systems and the CAD systems hardware and associated software, including, computers, servers, logging recorders, radio consoles, radio keypads, foot pedals, modules, and dispatch telephones. Sheriff shall notify County of any issues with the County’s property, including, the E911 system and CAD system, hardware and software. If the Sheriff makes any adjustments or changes to the E911 system or CAD system, the Sheriff shall notify the County within thirty (30) days of the adjustment and the reason for the adjustment. 3. The Sheriff will provide computer-aided dispatch (CAD) system hardware and software infrastructure, including, the EMD interface, E- 911 phone interface, mapping interface, station alerting interface, and radio interfaces. 4. The Sheriff will administer the CAD system and CAD geographic information system (GIS) database, including, defining responses and resources for incidents, premise hazards, and other relevant information. 5. The Sheriff will provide mobile computer-aided dispatch system (MobileCOM) software. 6. Sheriff will maintain connectivity to the County and municipalities that utilize CJIS information, connectivity to fire control, and reporting software. 7. The Sheriff will provide equipment required by the Communications Center’s administrative and support staff, including, desktops, laptops, mobile phones, televisions, monitors, projectors, and related networking components. 8. The Sheriff will provide all equipment required for the E911 telephone system, including, related interfaces and networking components. 9. Sheriff will provide all internet connectivity, including, related networking components, utilized by the Sheriff’s Office. 10. The Sheriff shall provide for all city network connectivity to support Sheriff Office provided services, including, mobile dispatching of public safety resources, law enforcement report writing and records management (RMS), CAD monitoring, CAD database access, IP-based fire station alerting, and automated vehicle locator (AVL) system. 11.   • CITY’S RESPONSIBILITIES 2.1. The CITY shall designate in writing a project coordinator to act as the CITY's representative with respect to the services to be rendered under this Agreement (the "Project Coordinator"). The Project Coordinator shall have authority to transmit instructions, receive information, interpret and define the CITY's policies and decisions with respect to the CONTRACTOR's services for the Project. However, the Project Coordinator is not authorized to issue any verbal or written orders or instructions to the CONTRACTOR that would have the effect, or be interpreted to have the effect, of modifying or changing in any way whatever: (a) The scope of services to be provided and performed by the CONTRACTOR; (b) The time the CONTRACTOR is obligated to commence and complete all such services; or (c) The amount of compensation the CITY is obligated or committed to pay the CONTRACTOR. 2.2. The Project Coordinator shall: (a) Review and make appropriate recommendations on all requests submitted by the CONTRACTOR for payment for services and work provided and performed in accordance with this Agreement; (b) Arrange for access to and make all provisions for the CONTRACTOR to enter the Project site to perform the services to be provided by the CONTRACTOR under this Agreement; and (c) Provide notice to the CONTRACTOR of any deficiencies or defects discovered by the CITY with respect to the services to be rendered by the CONTRACTOR hereunder. 2.3. The CONTRACTOR acknowledges that access to the Project Site, to be arranged by the CITY for the CONTRACTOR, may be provided during times that are not the normal business hours of the CONTRACTOR. 3.1. Services to be rendered by the CONTRACTOR shall be commenced subsequent to the execution of this Agreement upon written Notice to Proceed from the CITY for all or any designated portion of the Project and shall be for a period of two (2) years and three (3) month, with the option for two (2) additional one (1) year renewal. Time is of the essence with respect to the performance of this Agreement. 3.2. Should the CONTRACTOR be obstructed or delayed in the prosecution or completion of its services as a result of unforeseeable causes beyond the control of the CONTRACTOR, and not due to its own fault or neglect, including but not restricted to acts of God or of public enemy, acts of government or of the CITY, fires, floods, epidemics, quarantine regulations, strikes or lock-outs, then the CONTRACTOR shall notify the CITY in writing within 5 working days after commencement of such delay, stating the cause or causes thereof, or be deemed to have waived any right which the CONTRACTOR may have had to request a time extension. 3.3. No interruption, interference, inefficiency, suspension or delay in the commencement or progress of the CONTRACTOR's services from any cause whatsoever, including those for which the CITY may be responsible in whole or in part, shall relieve the CONTRACTOR of its duty to perform or give rise to any right to damages or additional compensation from the CITY. The CONTRACTOR's sole remedy against the CITY will be the right to seek an extension of time to its schedule. This paragraph shall expressly apply to claims for early completion, as well as claims based on late completion. [If Applicable-Provided, however, if through no fault or neglect of the CONTRACTOR, the services to be provided hereunder have not been completed within 18 months of the date hereof, the CONTRACTOR's compensation may be equitably adjusted, with respect to those services that have not yet been performed, to reflect the incremental increase in costs experienced by the CONTRACTOR after expiration of said 18 month period.] 3.4. Should the CONTRACTOR fail to commence, provide, perform or complete any of the services to be provided hereunder in a timely and reasonable manner, in addition to any other rights or remedies available to the CITY hereunder, the CITY at its sole discretion and option may withhold any and all payments due and owing to the CONTRACTOR until such time as the CONTRACTOR resumes performance of its obligations hereunder in such a manner so as to reasonably establish to the CITY's satisfaction that the CONTRACTOR's performance is or will shortly be back on schedule.
