Summary of Outcome Area. 3.5.1. A1: Employability Summary description. Employability is dependent on a number of critical factors, skills, education and work experience being among the most important. This is especially true for youth and women with limited working experience, but also for Syrian refugees with different educational backgrounds and legally restricted access to the labour market. The programme will therefore provide trainings combining skills development with practical component of linking beneficiaries to labour market. The trainings will be market-based in the sense that it will respond to the needs of the labour market in the sectors where it is possible for Syrian refugees to formally engage, as well as with a view to be relevant in the context of a possible return to Syria, when conditions allow. In addition, the practical component as part of the work on employability will focus on linking job-seekers with the private sector through job matching and counselling.
3.5.2. A2: Decent work Summary description. Programs that are solely driven by skills focused approaches are unlikely to have positive impact in the long run, if they are not embedded in developmental approaches that address the structural barriers to livelihoods faced by displacement-affected people. In order to be able to develop, market actors such as MSMEs and the private sector in general need a range of support mechanisms such as information provision, business training, business mentorship programs, coordination and networking opportunities as well as access to financial capital. The need addressed by this engagement is that local structures and the private sector, such as Chamber of Commerce, business association, incubators and other private sector actors, taking on board elements of decent work conditions while being supported to create job opportunities that benefit both refugees and host communities. The programme will therefore, based on the needs of the market in sectors that can provide employment for refugees, work through these local structures to create and grow sustainable businesses, some of which have a transferable potential. The local structures will be supported with specific trainings and business development services to enhance their ability to support private sector job creation. Summary of Outcome Area. 4.5.1. B1: National actor response Summary description. Capacity of national actors to address the immense protection challenges faced by refugees and host communities is limited. Phase II will implement similar approaches as was supported in phase I with a more distinct focus on innovation and localisation. Phase II of RDPP will deepen its protection work on SGBV and child labour due to the enormous needs in the focus countries, and address protection issues and vulnerabilities that arise as a result of contextual changes. The national response actors targeted may be both at municipal level or national level and are broadly defined as there is a need for holistic approaches (through multisector task forces). The programme will not be prioritising nor limiting the national response actors a priori, because the engagements will be driven by vulnerable right holders’ protection needs and the potential for advocacy and change in national actor’s response behaviour. It is likewise important that the programme continues as in phase I to engage with target groups through a gendered lens of identification and with both refugees and host communities. The programme will therefore conduct training and capacity building initiatives, as well as provide direct support to service provision, directed at national actors to improve protection focusing on SGBV and child labour. The trainings on SGBV will have a particular focus on prevention and working with men and boys, as well as community influencers such as elders and religious leaders. By combining the training and capacity building aspect, with support for providing access to quality services the programme will be able to both address short term, immediate protection needs, as well as address longer term needs and sustainability. Of specific services, focus will be on, but not limited to, psycho-social support and legal counselling, as other services are already receiving attention from other donors.
4.5.2. B2: Social cohesion
Summary of Outcome Area. 5.5.1. C1: Applied research Summary description. There continue to be knowledge gaps which decreased the ability to base the response to the challenges in the region on a sound evidence foundation. It furthermore challenges the ability to conduct targeted and impactful advocacy to improve the policy environment. As such the programme will commission independent research to support programming and advocacy efforts and fill existing knowledge gaps. The research will further guide the annual planning of the RDPP.
