Training and Capacity Building. Transfer of technology to Lebanese personnel is an important component of this Transaction. The Manager will train and build technical capacity of Lebanese personnel in all areas of modern Container terminal management, operation and maintenance. The requested Business Plan shall indicate the efforts being spent for this activity in terms of technical program.

With a view to improve upon the competency and efficiency of Utility personnel training and capacity building shall be undertaken by Nodal Agency for which details will be issued separately by Nodal Agency. Broad thrust area for Training & Capacity Building shall be Technical, Behavioral, Management, Commercial, Efficiency improvement, IT, Solar etc. Awareness Workshops on IPDS, Best Practice Workshops/ Conferences etc. shall also be instruments for dissemination of knowledge. Stakeholders shall also be exposed to latest developments and global best practices in sub- transmission & distribution, metering, SCADA, loss reduction, theft and pilferage control etc. in India and abroad for effective implementation of the scheme. Nodal Agency shall also develop methodology for operationalization of training & capacity building.

Topics range from technical content areas, such as agronomy and research design, to soft skills development, such as resume development and communications. Training and Capacity Building. The LTC portion of the budget supports two Ph.X. Xxxxxxx presently enrolled in LTC’s Ph.D. in Development Program at the University of Wisconsin-Madison. Xx. Xxxxxx Xxxxxxxxx has been enrolled since September 1999. Xxxxxxxxx visited CASS/Zimbabwe during July and August 2000 to work on identifying research for his Ph.D. dissertation, to assist with the SOWs, and make arrangements for his family to join him in Madison in September. He is currently Chair of the Ph.D. in Development Students Organization. He has also qualified to earn a Masters degree in the Department of Agricultural Economics in parallel with his Ph.D. in Development degree. Beyond his coursework, Xx. Xxxxxxxxx is presently working with Drs. Xxxxxxx Xxxx and Xxxxx Xxxxx of the University of Wisconsin and Xxxx Xxxxxx on a proposal for his dissertation research. A preliminary draft of the proposal was completed in June, and the final draft is expected by December 2001. Xxxxxxxxx returned to Zimbabwe during June and July 2001 to further his Ph.D. dissertation research and to assist with a study on women’s rights to land with Fellow graduate student, Xxxxx Xxxxxx, with core funding from the BASIS CRSP. Xx. Xxxxxxxxx was awarded a Graduate School Fellowship for the Spring Semester 2002.

The FS points out the lack of professional skills, especially among the administrations technical staff, focussed to the specific needs integrated coastal area management (i.e. too much specialisation and uniformity in sectorial aspects of the organisations; lack in integrated management social abilities such as negotiation techniques, conflict solving, coordination and cooperation mechanisms, social participation and communication techniques, etc; lack of general knowledge of the coastal environments to complement each sectorial activity and favour the comprehension of the other activities). For all of the above a series of formative activities are proposed in the CAMP Levante de Almeria addressed to technical staff of all the administrations and to socio-economic agents, aimed to reinforce the coastal knowledge from an integrated perspective of equilibrium between economic development and environmental and cultural conservation. The formative activities proposed in the participatory workshops relate to coastal ecosystems, introduction to ICAM, clean productions, participatory processes, communication and negotiation techniques, coastal GIS, land planning and sustainable development, etc.
