Technical Assistance and Capacity Building. The Parties shall cooperate with a view to providing technical assistance and capacity building for the implementation of trade facilitation and customs reforms.
Technical Assistance and Capacity Building. 1. The Parties recognise that cooperation, information sharing, capacity building and technical assistance are important elements in promoting the objectives of this Chapter.
2. The Parties shall give full consideration to the provisions on technical assistance and special and differential treatment in the SPS Agreement, and the possible difficulties that the Parties may encounter in the implementation of this Chapter. The Parties agree to take such reasonable measures, as may be available, to enhance capacity building by providing technical assistance.
3. Consistent with the objectives of this Article, the Parties shall jointly consider technical assistance projects in the field of sanitary and phytosanitary measures for the purposes of implementing this Article. Such technical assistance projects may include, but are not limited to:
(a) sharing knowledge, experience or research results in areas such as:
(i) animal and plant pests and diseases;
(ii) food safety;
(iii) agri-chemicals and veterinary medicines; and
(iv) other areas agreed by the Parties; and
(b) consulting on positions in regional and international organisations and on relevant standards and programs.
4. The Parties shall explore opportunities for other forms of technical assistance or cooperation that the Parties jointly decide upon, including strengthening cooperation between their SPS enquiry points, sharing available translations of SPS notifications and related documents, and exchanging experience and information on SPS notifications.
Technical Assistance and Capacity Building. [Targeted technical assistance and capacity building assistance to developing country Members, including LDC Members, shall be provided for the purpose of implementation of the disciplines under this Agreement. In support of this assistance, a voluntary WTO funding mechanism shall be established in cooperation with relevant international organizations such as the Food and Agriculture Organization of the United Nations (FAO) and International Fund for Agricultural Development. The contributions of WTO Members to the mechanism shall be exclusively on a voluntary basis and shall not utilize regular budget resources.]
Technical Assistance and Capacity Building. The United States has considerable experience in and has numerous programs that assist other countries in trade capacity building efforts related to customs administration. For example, a U.S. Agency for International Development (USAID) program on Trade and Accession Facilitation for Afghanistan (TAFA) aimed to boost trade in that nation.52 More broadly, CBP works with other federal agencies including USAID and the Department of Defense to provide training and technical assistance to other countries to improve execution of their border operations.53 Through the APEC Committee on Trade and Investment, the United States works with its partners to promote trade facilitation and provide capacity building.54 The TFA requires that donor members, including the United States, provide the needed support to developing and LDC members. Each donor member is required to provide specified information on the assistance and capacity building given over the past year and committed to for the upcoming year.55 These members must also submit contact information for the agencies providing the aid and regularly update all information. In the 114th Congress, Senator Xxx Xxxxxx introduced a bill (S. 2201) that would instruct the executive branch to ensure coordination of U.S. capacity building efforts. The bill aims to create a whole-of-government strategy as part of the U.S. effort to achieve the ambitious goals of the TFA. It would establish an interagency coordinating committee, chaired by the Secretary of State and informed by a newly created trade capacity advisory committee comprised of public and non- public organizations, to develop a biennial strategic plan for trade capacity building efforts to be submitted to Congress. Donor members agree to facilitate the provision of assistance and support for capacity building to developing country and least-developed country members on mutually agreed terms either bilaterally or through the appropriate international organizations. The objective is to assist developing country and least-developed country members to implement the provisions of Section I of this Agreement. Technical Assistance and Capacity Building. The Parties shall provide technical assistance and capacity-building support to developing countries and regions that require assistance in complying with the provisions of this Treaty. Technical assistance and capacity building may include but not limited to sharing expertise, providing training programs, facilitating technology transfer, and supporting infrastructure development. The Parties shall coordinate their efforts to ensure efficient and effective utilization of resources for technical assistance and capacity building.
