Bilingual Differential Pay. Bilingual Differential Pay applies to those positions designated by the Department of Personnel Administration as eligible to receive bilingual pay according to the following standards:
A. Definition of Bilingual Position for Bilingual Differential Pay:
1. A bilingual position for salary differential purposes requires the use of a bilingual skill on a continuing basis averaging ten percent (10%) of the time. Anyone using their bilingual skills ten percent (10%) or more of the time will be eligible whether they are using them in a conversational, interpretation, or translation setting. An employee may provide their supervisor with data supporting the use of their bilingual skills ten percent (10%) or more of the time. Management will evaluate this data in assigning bilingual designation to the position. In order to receive bilingual differential pay, the position/employee must be certified by the using department and approved by the Department of Personnel Administration. (Time should be an average of the time spent on bilingual activities during a given fiscal year.);
2. The position must be in a work setting that requires the use of bilingual skills to meet the needs of the public in either:
a. A direct public contact position;
b. A hospital or institutional setting dealing with patient, client, student, or inmate needs;
c. A position utilized to perform interpretation, translation, or specialized bilingual activities for the department and its clients.
3. Position(s) must be in a setting where there is a demonstrated client or correspondence flow where bilingual skills are clearly needed.
4. Where organizationally feasible, departments should ensure that positions clearly meet the standards by centralizing the bilingual responsibility in as few positions as possible.
5. Actual time spent conversing or interpreting in a second language and closely related activities performed directly in conjunction with the specific bilingual transaction will count toward the ten percent (10%) standard.

Bilingual Differential Pay. Practices of additional compensation for employees required to use a language other than English shall be in accordance with Section 4.84 of the LAAC. Upon certification of the employee's bilingual qualification by the Personnel Department, bilingual premium compensation shall be effective the date of the assignment to the bilingual position. Additional compensation is pensionable when regularly assigned and non-pensionable when assigned on a daily basis.
Bilingual Differential Pay. Bilingual Differential Pay applies to those positions designated by the employing agency as eligible to receive bilingual pay according both to its Exceptional Allocation Delegation Agreement with the Department of Human Resources and to the following standards:
A. Definition of Bilingual Position for Bilingual Differential Pay
1. A bilingual position for salary differential purposes requires the use of a bilingual skill on a continuing basis averaging ten percent (10%) of the time. Anyone using their bilingual skills ten percent (10%) or more of the time will be eligible whether they are using them in a conversational, interpretation, or translation setting. In order to receive bilingual differential pay, the employee must be certified under the authority of the Department of Human Resources as a qualified bilingual employee, and the position must be designated bilingual by the employing agency. (Estimated time spent on bilingual activities should be based on the average during a given fiscal year.) The position must be in a work setting that requires the use of bilingual skills to meet the needs of the public in either:
a. A direct public contact position;
b. A hospital or institutional setting dealing with patient or inmate needs;
c. An educational facility dealing with student needs;
d. A position utilized to perform interpretation, translation or specialized bilingual activities for the department and its clients.
2. Position(s) must be in a setting where there is a demonstrated client or correspondence flow where bilingual skills are clearly needed.
3. Actual time spent conversing or interpreting in a second language and closely related activities performed directly in conjunction with the specific bilingual transaction will count toward the ten percent (10%) standard.

Bilingual Differential Pay. A unit member who is responsible for conversing with people in a language other than English and performs this service on a regular basis, and whose use of this language is of significant benefit to the operations of the District, shall be compensated by a 4% pay differential as long as the employee is required to perform this service.
5.14.1 This differential shall not be used in situations when only occasional use of bilingual skills is required.
5.14.2 The bilingual differential is assigned by the site administrator and submitted on the appropriate form to the Director of Classified Personnel or designee.
5.14.3 The bilingual differential shall not be paid to unit members whose job qualifications require bilingual skills as a condition of employment.
5.14.4 The bilingual designation for any unit member may be terminated at any time by the District, at which time the differential shall no longer be paid.
5.14.5 The bilingual differential will be adjusted to reflect any percentage increase which may be applied to the salary schedule. Such an adjustment shall be made each time a percentage increase is applied to the salary schedule.

Bilingual Differential Pay. Employees who successfully demonstrate the ability to provide bilingual services to the public in the languages designated below shall be compensated as follows: Occasional translation compensation - $20.00 per month -American Sign Language -Hmong -Spanish -Tagalog Frequent translation compensation -$40.00 per month -American Sign Language -Spanish Bilingual/Bi-literate certified compensation -$80.00 per month -Spanish Upon passing the testing procedure administered by Human Resources, Department Heads will assign occasional or frequent translation compensation to the employee. Employees may receive Bilingual/Bi-literate certified compensation upon successfully passing an exam that tests their oral communication skills, reading and writing ability. (Resolution 71-2011)
