Bulletining and Filling of Positions. 12.1 All employees will be given their choice of run on a General Bid which will be posted once per year. The General Bid will be the last Sunday in May unless otherwise agreed locally. During the open period of the General Bid, assigned employees will remain on their assignments until the effective date of the new assignments.
Bulletining and Filling of Positions. 12.1 Temporary vacancies, newly-created positions or seasonal positions, any of which are known to be of more than 90 calendar days' duration, and vacancies in permanent positions will be bulletined on the Region to the seniority group concerned.

Applications for vacancies must be filed within ten 0) calendar days from the date of bulletin and date of bulletin must coincide with date of first transmission. EXAMPLE: A bulletin transmitted on the first of the month would expire at midnight on the Employees applying for a position advertised may, if they so desire, cancel their application by wire within fifteen days from the date of advertising of the vacancy: should the senior applicant withdraw or not receive the appointment, the next senior qualified applicant, who has not withdrawn, will then be appointed without another bulletin being issued advertising the vacancy. After such period of fifteen days a request to cancel or withdraw application will not be considered and the position from which is transferring will be immediately advertised and cannot again bid in former position until it again becomes vacant. Senior applicant who has not withdrawn within fifteen days from date of vacancy bulletin must take the position within thirty days of vacancy bulletin or go on the spare list. Once an application for a position advertised has been withdrawn, the withdrawal cannot be cancelled. When a vacancy occurs the appropriate officer will fill same by appointing the senior employee who is, in opinion, entitled to it, but this will not prevent any employee senior to the employee so appointed claiming right to the position under Article hereof, provided files protest within ten calendar days after the appointment has been bulletined as above. An employee declining to accept promotion in any instance does not forfeit right to the same or any position may be entitled to under seniority when a vacancy occurs. Bulletining and Filling of Positions. For the purpose of establishing City or Highway Run Assignments, shifts becoming vacant shall be awarded to the senior city or highway driver who desires the position. Newly-created positions which are known to be of more than thirty (30) calendar day' duration will be bulletined for five (5) days to the seniority group concerned. Such positions shall be awarded to the qualified senior employee, within five (5) calendar days from the date the bulletin is posted. The employee shall be permitted to assume the position to which appointed within three (3) calendar days of the date of notice making the appointment. All temporary and permanent positions which remain open after thirty (30) calendar days' duration will be bulletined for five (5) calendar days to the seniority group concerned. Such position shall be awarded to the qualified senior employee within five (5) calendar days from the date the bulletin is posted. The employee shall be permitted to assume the position to which appointed within three (3) calendar days of the date of notice making the appointment. When a senior applicant is not awarded a bulletined position he may appeal the appointment within five (5) calendar days of such appointment through the grievance procedure. After making an appeal, he may be required or with the concurrence of the Local Chairman be allowed to demonstrate his qualifications for the position. The Local Chairman may be present at such demonstration. If the qualifications of an employee are questioned by the Company such employee will immediately be given an opportunity to perform the work in question to determine if he is qualified. An employee whose position is abolished or who is displaced from his permanent position, may displace a Junior employee in their seniority group, on a temporary or permanent position for whose positions he is qualified.

Copies of all bulletins and Operation of Run Statements issued under this Article shall be furnished to the Local Chairperson and the designated National or Regional Representative of the Union possible prior to posting.
