(2) Each statement shall be accompanied by the original QECO covering letter which describes the details of the rating. The original letter will be returned to the teacher.

Evaluation of Qualifications. The placement of each Long-Term Occasional Teacher shall be in accordance with the statements of evaluation issued by the Qualifications Evaluation Council of Ontario based on Programme or as required by the relevant Panel. Each statement shall be accompanied by the original covering letter which describes the details of the rating. The original letter will be returned to the Long-Term Occasional Teacher.
Evaluation of Qualifications. All proposals received shall be evaluated at a public meeting in compliance with the Sunshine law by an Evaluation Committee may request presentations from the firms when a presentation will give the Evaluation Committee an opportunity to determine the qualifications of the proposers and the technical requirements of the proposals. Such presentations are exempt from Sunshine law requirements. The requirements for presentations will be the same for each firm. Negotiations shall not be permitted at any time during the presentations. The Evaluation Committee members, after discussion or presentations, shall assign numerical score for each proposal based on the evaluation criteria, and then rank not less than three qualified firms based on the average of the scores from all Evaluation Committee members. If less than three firms submit a proposal/statement of qualifications, the Evaluation Committee may rank as many firms deemed qualified. The Evaluation Committee will then submit the rankings to the Procurement Manager. The Procurement Manager or his designee will then recommend to the Board that competitive negotiations be instituted with the firms selected. The Board shall exercise its independent authority in accepting the Manager' recommendations in whole or in part or may request oral presentations from the firms.

All properly submitted Qualifications will be reviewed, evaluated, and ranked by (“The Owner”). Qualifications shall not include respondent’s fees, pricing, or other compensation.

The City will contact the Proposer that best meet the City’s needs and attempt to negotiate an agreement that is acceptable to both parties. An anticipated decision is scheduled to occur by September 27, 2021. The City may evaluate the Responses based on the anticipated completion of all or any portion of the Project. The City reserves the right to reject any and all Responses and re- solicit for new Responses, or to reject any and all proposals and temporarily or permanently abandon the Project. The City makes no representations, written or oral, that it will enter into any form of agreement with any respondent to this RFP for any project and no such representation is intended or should be construed by the issuance of this RFP.

Contenders that do not meet the qualification requirements will be rejected in accordance with the provisions set out in the procurement regulations. Similarly, public procurement regulations chapter 24 will be applied for assessment of the Contender in general.   • STAFF QUALIFICATIONS CONTRACTOR shall ensure that all individuals employed, contracted, and/or otherwise hired by CONTRACTOR to provide classroom and/or individualized instruction or related services hold a license, certificate, permit, or other document equivalent to that which staff in a public school are required to hold in the service rendered consistent with Education Code section 56366.1(n)(1) and are qualified pursuant to Title 34 of the Code of Federal Regulations sections 200.56 and 200.58, and Title 5 of the California Code of Regulations sections 3001(r), 3064 and 3065. Such qualified staff may only provide related services within the scope of their professional license, certification or credential and ethical standards set by each profession, and not assume responsibility or authority for another related services provider or special education teacher’s scope of practice. CONTRACTOR shall ensure that all staff are appropriately credentialed to provide instruction and services to students with the disabling conditions placed in their program/school through documentation provided to the CDE (5 CCR 3064 (a)).
