Minimum Service Requirements. The supplier shall be required to design, build, finance, operate and maintain all systems necessary to provide heat (and in some instances hot water) at all times to the end users, with clearly defined and acceptable standards to be agreed as part of the Competitive Dialogue process and described in the form of Output Specification Tables. Separate arrangements may be developed with other senior users - HM Prison Leicester and the University of Leicester - via the Competitive Dialogue process. In the event of heat and/or hot water supply being interrupted, service should be restored within timescales agreed and in a priority order as identified by the end users as part of the Competitive Dialogue process, with the end users imposing revenue deductions / penalties relative to failure to meet the Output Specification and agreed Service Level Criteria. • Within certain temperature ranges as identified in Appendix 5. • Compliant with requirements contained in, or arising of, all relevant environmental legislation, including the Clean Air Act 1993; the Local Air Quality Management Regime as set out in Part IV of the Environment Act 1995 and Guidance issued thereunder; and Part III of the Environment Act 1990 (statutory nuisance), with proposals to be assessed for Air Pollution and Noise implications by the City Council Environmental Services Division. • To achieve agreed reductions in CO2 emissions and to ensure that the scheme is energy efficient and progressively reduces carbon emissions in line with targets to be specified in the Output Specification Tables. Minimum requirements will be based on savings identified in the feasibility study (Appendix 2 – page 41) of 7,300 tonnes per annum by 2015 and 13,100 tonnes by 2019, with ongoing savings thereafter. Contractor shall be required to provide each PA a point-of-contact to handle questions and resolve problems that arise, this includes staffing of dedicated Customer Service Representative (CSR) and dedicated Account Manager. 2. The CSR must be available 24 hours/7 days week, including weekends and holidays. The CSR must have online access to information to provide immediate response to inquiries concerning the status of cards, delivery information of new or replacement cards, billing/statement questions or issues, contract compliance requirements, and general information. The CSR must be available by phone, fax, or email. Service response time shall be no more than thirty (30) minutes. 3. The Account Manager staffing must be accessible by toll-free telephone numbers, located in Texas offices is preferable, to resolve all issues pertinent to the contract and must be extremely knowledgeable of all aspects of the City’s P-Card Program. 4. Contractor must maintain a 24 hours/7 days week toll-free cardholder service line. 5. The issued cards shall have world-wide public acceptance. 6. Contractor shall provide a web-based charge card management tool that provides a user-friendly and flexible program. 7. Contractor shall not sell or distribute a list of City cardholders, their addresses or any other information to any person, firm, or other entity for any purpose.

Service must be efficient and done in an effective manner to insure the security of the Jail is maintained. 2. Prices, changes and substitutions to these items must be by mutual agreement. 3. Computers, computer software, printer, scanners, web internet programs to be provided, installed and functional within one (1) month of contract execution. 4. Insure all financial transactions are seamless, transparent, and auditable. 5.
