- Pay Progressions. All employees shall be eligible to be considered for advancement to the next higher step within the pay range for their classification, if applicable, upon the completion of each twelve (12) months of actual paid service (i.e., 2088 compensated hours) in such classification. Such increases may be withheld or delayed in cases where the employee's job performance has been of a less than satisfactory level in which case the employee shall be notified that the increase is being withheld or delayed and of the specific reasons therefore. All such denials or delays shall be grievable under the provisions of Article 4 of this Agreement. All increases approved pursuant to this section shall be made effective on the first day of the pay period which includes the date of eligibility.

Except as may be permitted under the provisions of Section 10.04 (Minimum Salary Standards) of this Agreement, no bargaining unit employees pay rate shall exceed the maximum pay progression amounts set forth in Appendix A of this Agreement for their job classification. All employees in the bargaining unit will be assigned a rate of pay based upon job classification and Appendix A.
