Priority Placements. An employee on the recall list shall have the right to refuse a recall to the same occupational group but at a lower level than his or her level held at the time of lay-off.
Priority Placements. Prior to the implementation of the staffing procedure outlined in paragraph 38.04, NAV CANADA shall consider employees formerly occupying a position classified at the same level or higher than the vacant or new position in the order outlined below:
Priority Placements. Prior to staffing as provided for in clause 42.04, NAV CANADA shall seek to fill the vacant position by an employee eligible for priority placement. NAV CANADA shall review each category in the order set out below and determine if there is an eligible employee at the location of the vacancy. The categories shall be as follows:

Meetings will be organized by school level (one for elementary, one for secondary). Community superintendents, principals who have vacancies and those who have placed teachers on the involuntary list, appropriate human resources representatives and MCEA will be invited. Except as noted below, the voluntary transfer process will reopen on June 6.

First consideration for filling any vacancy will be given to employees: who are unable to perform their normal duties due to a medically documented handicap or diminished capacity, or, whose position is made redundant by organizational or other changes (see Article including those who have displaced contract employees. Second consideration for filling any vacancy will be given to employees who have been: affected by organizational or other changes (see Article 6) and placed, with Income Protection, into a job at a lower salary grade or, laid off and are exercising their right to recall. In order of seniority, employees will be offered placement into vacancies for which they meet the established minimum requirements, at or below their current salary grade. Where suitable vacancies do not exist for handicapped employees, the matter will be discussed between the parties.
