STAFFING PROCEDURE.
23.01 The Employer shall post all permanent vacancies, including newly created positions, in the bargaining unit. The Employer will provide updates on vacancies in regularly scheduled Union - Management Consultation meetings.
23.02 The postings shall be for a minimum of fourteen (14) calendar days and not to exceed twenty (20) calendar days. The closing date shall be identified on all posters.
23.03 The posting shall contain the following information:
(a) The requirements of the position to be filled and the salary for the position.
(b) The qualifications applicable to the position including the education, knowledge, abilities, skills, and experience required of the position to be filled. The Employer may consider an applicant with relevant experience in lieu of the educational requirements where the educational qualification is not a mandatory requirement for the position.
(c) Such qualifications will not be established in an arbitrary or discriminatory manner.
23.04 A copy of the poster shall be forwarded to the Union forty-eight (48) hours prior to the posting.
23.05 The candidates shall be advised within one (1) week after the selection decision is made and the name of the successful candidate will be posted.
23.06 The selection committee shall interview all candidates in the bargaining unit who meet the posted requirements for the position. The Employer shall endeavour to schedule such interviews during the employee’s scheduled hours of work.
23.07 The vacancy shall be filled on a comparison of the candidate’s qualifications. Where it is found that two or more candidates are relatively equal then the candidate with the greater length of service shall be awarded the position. Where none of the candidates are suitable, the Employer may cancel the posting, or re-post the position.
23.08 Length of service is defined as the length of continuous employment with the Authority and the Federal Government provided that the employee accepted the offer of employment from the Authority at the time of transfer from the Federal Government.
23.09 All unsuccessful candidates will be advised of the results of the competition and, upon request, will be advised of the reasons why they were unsuccessful in the competition.

STAFFING PROCEDURE. 15.3.1 All tenure-track teachers are eligible to participate in the staffing procedure with all completed transfers subject to approval by the Chief Administrative Officer. Approval or denial of the principal’s recommendation shall not be made arbitrarily.

28.07 a) All non-probationary Employees who apply for a job posting shall be considered to be candidates in the selection process and shall be entitled to have their qualifications for the position assessed by the Employer. The qualifications of the candidates for the position will be evaluated against the posted qualifications. The Employer shall evaluate all candidates in a fair and reasonable manner and without discrimination, and will offer the position, in descending order, to the most qualified candidate. Where the qualifications of the candidates are assessed as relatively equal, the candidate with the greatest length of continuous service shall be offered the position.

(b) The FIAA may establish eligibility lists for specific positions by pre-posting positions and selecting candidates in advance. When this occurs, the Union will be notified in writing.
29.2 The poster shall contain the Requirements and the classification, salary/ salary range of a Job Opportunity. In this Article, “Requirements” means skills, qualifications, abilities, and experience and any required license, certification or trades ticket. The FIAA may consider an applicant with demonstrated abilities and experience in lieu of a Requirement(s) and in such a case, the FIAA shall so state on the posting.

27.02 When an Employment Opportunity occurs for a position within the Bargaining Unit, the Employer will make every reasonable effort to ensure that a notice of the Employment Opportunity is delivered by email to every employee together with the job posting and position description. The posting shall include the information specified in Clause 27.03. Employees shall have a minimum of ten (10) working days to apply. The Employer will consider only applicants from within the Bargaining Unit including those on layoff status, and make a decision before advertising or considering applicants from outside the Bargaining Unit.
27.03 The job posting shall be posted for a minimum of ten (10) working days and shall contain the title and nature of position, the Requirements, the hours of work, the classification, level, and salary (including range, if applicable) of the Employment Opportunity. In this Article, "Requirements" means required knowledge, education, skills, qualifications, abilities and experience, language(s) (e.g., unilingual, bilingual or other), and any required license, certification or trades ticket. The Employer may consider an applicant with demonstrated abilities and experience in lieu of a Requirement(s) and, in such a case, the Employer shall so state on the job posting. The posting shall indicate the closing date and that prospective candidates are required to submit an application in writing, or by e-mail, no later than 4:30 p.m. on the closing date.
