PROJECT DESCRIPTION and OVERVIEW of SERVICES. Consultant shall provide A&E and Related Services, as assigned in Work Order Contracts (“WOCs”), within the Scope of Services identified in this PA or the associated solicitation. Work tasks and deliverables that may be assigned via WOCs under this PA may include but are not limited to those listed in the sections below. The tasks and deliverables identified in this exhibit are examples and are not exhaustive. Individual WOC assignments may include any task, reasonably within the scope of work included in this PA or the associated solicitation, as determined necessary to complete an assigned WOC. The Services to be performed under the Scope of Services will be focused on the continued support of ODOT and of its ADA Program. The ADA Program’s mission is to be complete, consistent, compliant and rigorous with the American with Disabilities Act. The ADA Program is statewide in its nature and includes large urban to small rural areas. The Agency’s primary focus for these Services is for highway and bridge projects, but Agency reserves the right to also use this PA for buildings, structures (in addition to bridges) and facilities, with appropriate additions to this Scope of Services as may be necessary or appropriate. In some project instances the work will include: • Scoping services; • Design and related services only; • Design and related services as well as CA/CEI Services; • CA/CEI Services only. The requested A&E and Related Services may be at a project level or as a portion of a larger project and may include, but are not limited to, all individual and collective disciplines necessary to provide the requested deliverable(s) in one or more locations. • The design work at any location may be new in its nature, surveying the existing location and developing an “in fill” ADA solution to meet compliance, including all associated and supporting disciplines, such as grading, drainage, utilities, etc. • The design work at any location may be replacement in its nature, surveying the existing location and developing an ADA solution to meet compliance, including all associated and supporting disciplines, such as drainage, traffic control, etc. The requested solution packages are also anticipated to vary for each WOC, with the scope varying across a spectrum that includes: • The development of a standalone bidding package (full PS&E); • The development of plan sheets and specifications for ADA design and related elements to be added to other’s work to form a one or ...
PROJECT DESCRIPTION and OVERVIEW of SERVICES. ODOT facilities are aging and many of the energy using systems need updating. The Region 3 Headquarters office, the Region 4 Headquarters office, the Bend DMV/Annex facility, and the Region 5 Headquarters office (each a “Site” and collectively the “Sites”) are in need of heating, ventilation, and air conditioning (“HVAC”), controls, and building envelope upgrades. The facilities are primarily office type buildings, with staff occupying them during normal business hours with occasional weekend hours. The objective of upgrading these Sites is to provide increased comfort, better controllability of the heating, cooling and ventilation, reduced natural gas and electricity consumption, and contribute to the State’s energy efficiency and greenhouse gas emissions reduction goals outlined in Executive Orders 17- 20 and 20-24. These locations experience severe winter weather conditions, resulting from wind, rain, flooding, and at times snow and ice. The upgrades will need to incorporate system redundancies and generator back-ups that allow for the office facilities to continue to function and serve the public in the event of severe weather or other emergencies. Consultant shall design and engineer a full replacement of the existing HVAC systems at the Sites, providing the necessary information for ODOT to make an appropriate selection from schematic layouts and approximate costs. Further schematic design will be required and provided for the selected system(s) in connection with the preparation of bidding documents.

Consultant shall assist the Agency Region ROW staff to fulfill ODOT, Federal and State government agency obligations and ensure that appropriate standards, codes, rules and requirements are met for ODOT transportation projects. The Services shall be performed in accordance with this PA, the individual WOCs, the ODOT Right of Way Manual, Contractor Services Guide, the Federal Uniform Relocation Assistance and Real Property Acquisition Policy Act of 1970, as amended, and all other applicable laws, rules and regulations. The Services will include design of the bridge improvements; evaluation of traffic staging and development of traffic controls plans; assisting the Agency with public involvement and outreach; testing for hazardous materials and assisting with City of Portland Noise Variance, if needed. This initial statement of work (“SOW”) for the Contract is for Preliminary Engineering services. PROJECT DESCRIPTION and OVERVIEW of SERVICES. The purpose of this Scope of Work (SOW) is for Construction Inspection, Management, and Engineering (CIM&E) Service for the Construction Phase of the First Street Pedestrian Amenities and Overlook Project (PROJECT). The CONSULTANT will be responsible for providing all work, materials, and equipment necessary to provide the services required for the PROJECT detailed below. The CONSULTANT shall complete the tasks as specified in this SOW to the satisfaction of the CITY.
PROJECT DESCRIPTION and OVERVIEW of SERVICES. This Scope of Work is for the development of a Long Range Fix-it Strategy (LRFS) and implementation framework that will improve ODOT’s capital investment prioritization and cross-asset decision-making. This Strategy should provide a vision and road map for directing and guiding ODOT in making informed and transparent investment decisions that are based on asset management principles that consider lifecycle costs, performance management, and risk management of the agency’s key assets. The Strategy must also provide clear and prioritized steps in the form of an asset management framework (see Task 1.3), necessary to move ODOT from its current state to the level identified in the accepted LRFS Vision, Goals, and Objectives Report (see Task 1.2). The Strategy must also provide ODOT managers as well as external stakeholders the opportunity to get a birds-eye view of how the agency prioritizes its investment in Fix- it Program assets and how the agency can make better use of asset data to drive investment decisions, while promoting greater transparency and clarity. The primary expected outcome of this project is a LRFS that supports ODOT’s ability, through its Asset Management program and STIP development process, to make informed investments in critical transportation assets that extend asset lifecycles, mitigate asset risks, and improve long-range asset performance. Project outcomes should be consistent with related ODOT business processes and align with ODOT’s policy direction as articulated in the Oregon Transportation Plan, the Strategic Business Plan, the Strategic Data Business Plan, and the Transportation Asset Management Plan. Related Efforts There are related efforts occurring simultaneously at the Agency that this Project should complement. First, the Agency recently completed a Draft TAMP, which was approved by the Federal Highway Administration (“FHWA”) and is actively working to complete a final TAMP in June 2019. Second, the Agency recently completed a Strategic Business Plan (“SBP”), and work is currently being performed by the Agency to develop a SBP Implementation Strategy. Third, the Agency recently competed a SBP, and parallel to this are a number of efforts underway including integration of new data into ODOT’s Data Warehouse, integration of some of ODOT’s financial and transaction data with revenue forecasting, and improvement plans for existing data and information development programs.
