Construction Contract Administration. 8.1 The LPA shall provide and maintain competent and adequate project management covering the supervision and inspection of the development and construction of the PROJECT. The LPA shall bear the responsibility of ensuring that construction conforms to the approved plans, surveys, profiles, cross sections and material specifications. If a consultant is used for engineering and/or inspection activities, the LPA must use a QBS process as required pursuant to ORC sections 153.65 through 153.71. Any construction contract administration or engineering costs incurred by the LPA or their consultant prior to the construction contract award date will not be eligible for reimbursement under this Agreement.
8.2 The LPA must maintain a project daily diary that is up-to-date and contains the following information: all work performed, list of equipment utilized, project personnel and hours worked, pay quantities, daily weather conditions, special notes and instructions to the contractor, and any unusual events occurring on or adjacent to the PROJECT. Additionally, the LPA is responsible for documenting measurements, calculations, material quality, quantity, and basis for payment; change orders, claims, testing and results, traffic, inspections, plan changes, prevailing wage, EEO and DBE, if applicable. The LPA is responsible for ensuring all materials incorporated into the PROJECT comply with ODOT’s Construction and Material Specifications and meet the requirements of Appendix J in the LATP Manual of Procedures.
8.3 The LPA shall certify both the quantity and quality of material used, the quality of the work performed, and the amount of construction engineering cost, when applicable, incurred by the LPA for the eligible work on the PROJECT, as well as at the completion of construction. The LPA shall certify that the construction is in accordance with the approved plans, surveys, profiles, cross sections and material specifications or approved amendments thereto.
8.4 The Federal-aid Highway Program operates on a reimbursement basis, which requires that costs actually be incurred and paid before a request is made for reimbursement. The LPA shall review and/or approve all invoices prior to payment and prior to requesting reimbursement from ODOT for work performed on the PROJECT. Construction Contract Administration. A. 6.1. Consult with the OWNER and contractors as reasonably required and necessary with regard to construction of the Project, including but not limited to pre-construction conference and monthly coordination meeting with OWNER and contractor.
Construction Contract Administration. The Consultant shall provide administration of the Contract between the Owner and the Contractor, commencing with the award of the Construction Contract and terminating at the end of the one-year warranty period. The warranty period commences upon the issuance of a Certificate of Substantial Completion. The Consultant shall be entitled to negotiate to an additional fee if the date of Substantial Completion of the Work has been extended by more than twenty percent of the construction project duration through no fault of the Consultant. The Consultant shall review and approve or take other appropriate action upon the Contractor’s submittals such as Shop Drawings, Product Data and Samples, but only for the limited purpose of checking for conformance with information given and the design concept expressed in the Contract Documents. The Consultant’s action shall be taken with such reasonable promptness as to cause no delay in the Work or in the activities of the Owner, Contractor, or separate contractors, while allowing sufficient time in the Consultant’s professional judgment to permit adequate review. The Consultant shall specify appropriate performance and design criteria related to the systems, materials or equipment used in the project if the Contract Documents specifically require professional design services or certifications by a third-party professional. The Contractor shall retain the third-party professional. Shop Drawings and other submittals related to the work designed or certified by the third-party professional shall bear the seal and signature of that professional when submitted to the Consultant. The Consultant shall rely upon the adequacy, accuracy and completeness of the services, certifications or approvals performed by such third-party professionals. If the Authority Having Jurisdiction requires Special Inspections reporting as an element of code compliance, the Consultant shall perform or oversee the necessary inspections, provide the report, affix the necessary seals, and otherwise provide all services to satisfy the requirement as part of Basic Services. The Consultant shall maintain a record of the Contractor’s submittals and retain copies of submittals supplied by the Contractor in accordance with the requirements of the Contract Documents. Construction Contract Administration. 8.1 ODOT will administer the construction contract in accordance with ODOT’s Construction Administration Manual of Procedures. The LPA and LPA’s consultants shall respond promptly to requests for information or other construction issues. The LPA shall review and approve all change orders. The LPA and LPA’s consultant shall assist in defending ODOT against any contractor claims.
Construction Contract Administration. 8.2.1 The Design/Build Contractor, through the Project Architect, shall furnish the following Contract Administration Services during the Construction Phase. Fees for these services are included in the Design/Build Contractor’s Construction Phase Fee.
8.2.2 The Project Architect shall assist in the administration of the Contract for Construction as set forth below and in the project manual and the current edition of the Owner’s A/E Design Guidelines and Owner’s Design Criteria.
8.2.3 The Project Architect, and his related consultants, shall inspect the Project site at intervals appropriate to the type and stage of construction progress and as otherwise required by this Agreement to observe the progress and quality of the Work and to determine in general if the Work is proceeding in accordance with the Contract Documents. On the basis of such onsite observations, the Project Architect shall observe the progress and quality of the Work, and shall endeavor to guard the Owner against defects and deficiencies in the Work.
8.2.4 In addition to site visits for general inspection and observation, the Project Architect shall visit the site for specific purposes related to certification of progress payments, start-up or mock-up reviews for significant work activities and for formal inspections of the Work. The Project Architect shall provide written reports of all site visits to the Owner and the Design-Build Contractor within three business days.
8.2.5 The Design/Build Contractor shall establish and maintain a numbering and tracking system for all project records, including changes, requests for information, submittals, and supplementary instructions shall provide updated records at each Owner’s meeting and when requested.
Construction Contract Administration. A. 6.1. Consult with the OWNER and contractors as reasonably required and necessary with regard to construction of the Project, including but not limited to pre-construction conference and monthly coordination meeting with OWNER and contractor.
A.6.2. Review materials and workmanship of the Project and report to OWNER any deviations from the Contract Documents which may come to the CONSULTANT' s attention; determine the acceptability of work and materials and make recommendation to OWNER to reject items not meeting the requirements of the Contract Documents.
A.6.3. Recommend to the OWNER in writing that the work, or designated portions thereof, be stopped if, in CONSULTANT' s judgment, such action is necessary to allow proper inspection, avoid irreparable damage to the work, or avoid subsequent rejection of work which could not be readily replaced or restored to an acceptable condition. Such stoppage to be only for a period reasonably necessary for the determination of whether or not the work will in fact comply with the requirements of the Contract Documents.
A.6.4. Require that any work which is covered up without being properly observed be uncovered for examination and restored at contractor' s expense if deemed appropriate by the CONSULTANT.
A.6.5. Issue interpretations and clarifications of Contract Documents during construction, and evaluate requests for substitutions or deviations therefrom. Notify OWNER of any such requested deviations or substitutions and when reasonably necessary provide OWNER with a recommendation concerning same. Prepare work change orders as directed by OWNER.
A.6.6. Submit to OWNER, in a format acceptable to OWNER, weekly progress and status reports, including but not limited to manpower, amount of work performed and by whom, equipment, problems encountered, method to correct problems, errors, omissions, deviations from Contract Documents, and weather conditions.
A.6.7. Review shop drawings, diagrams, illustrations, catalog data, schedules and samples, the results of laboratory tests and inspections, and other data which contractors are required to submit for conformance with the design concept of the Project and compliance with the provisions of the Contract Documents.

Construction Contract Administration. BCN Bidding & Contract Negotiation Involves the establishment and administration of the bidding process, issuance of addenda, evaluation of proposed substitutions, review of bidder qualifications, analysis of bids, and selection of the contractor(s).
Construction Contract Administration. CONSULTANT shall provide day-to-day administration of the construction contract. CONSULTANT shall complete contract administration tasks as outlined in the WSDOT Construction Manual, the WSDOT Materials Manual, the WSDOT LAG, the Contract Plans and Specifications, and this Contract. WSDOT will perform periodic reviews on all Project quality, quantity, and labor compliance documentation. The reviews will be performed by WSDOT Region Local Programs Engineer. CONSULTANT shall resolve all documentation deficiencies noted during the periodic reviews prior to the next scheduled review. In addition to any other requirements identified in the reference standards identified above, CONSULTANT construction engineering documentation shall include, but is not limited to: Track working days weekly using the DOWL-developed form. Contractor Schedules. Monitor overall PROJECT budget and costs included in the PROJECT Authorization. Monitor and evaluate the construction schedule and determine whether the Construction Contractor (CC ) is proceeding in a manner that will result in timely PROJECT completion in conformance with the construction contract documents. If the CC is not proceeding in this manner, document the delay and determine and pursue the appropriate action. Review the CC Request to Sublet Work form 421-012 and accompanying subcontracts and verify compliance per 1-08.1(4) of the Standard Specifications for subcontracting and provide approval to the CC in writing.
