Qualifications of Stewards. It is mutually agreed that employees shall not be eligible to serve as Stewards or members of the Negotiating Committee until after they have become permanent employees and have been placed on the seniority list.

An employee on lay off, or on notice of lay off, cannot be appointed as a Xxxxxxx. It is understood that Stewards and other Union will not absent themselves from their regular duties unreasonably in order to deal with the grievances of employees, or with other Union business, and that in accordance with this understanding the Employer will compensate such employees for time spent in negotiating with the Employer, in handling grievances of employees, and attending meetings of the grievance committee as well as educational seminars, at their regular rate of pay, and that this does not apply to time spent on such matters outside of regular working hours. Payment of Educational Seminars will not exceed three (3) hours per month (non-cumulative). Notwithstanding the above, the Union will be required to notify the Employer fourteen (14) weeks in advance and that it will not prevent the Employer from maintaining an adequate and qualified work force.

The Union acknowledges that stewards and members of committees have regular duties to perform on behalf of the Employer, and that such persons will not leave their regular duties, without obtaining permission of their department head, and will give any reasonable explanation which be requested with respect to their absence. In accordance with this understanding, stewards will be compensated for time spent in the handling of grievance in accordance with the grievance procedure hereinafter set out, at their regular rate of pay. This provision shall not apply to time spent outside the employee’s regular hours. Payment for Shop Stewards attending educational seminars will not exceed three (3) hours per (non-cumulative) and it is understood that time spent outside of the stewards normal working hours is non-compensated. Notwithstanding the above, the Union will be required to notify the Employer one (1) week in advance and that will not prevent the Employer to maintain an adequate and qualified work force. The practice of providing a free room will continue.

11.03 It is agreed by the parties that nothing shall prohibit a Xxxxxxx from assisting a member in any department. Members are encouraged to first seek assistance from the Xxxxxxx representing their department.
