Selection for Transfer. Final decision on selection to fill vacancies shall be within the sole discretion of the District. Selections shall be made on the basis of merit, including, but not limited to, such factors as skills, knowledge, personal qualifications, and potential for growth. In considering unit members for transfer, attention shall be given to past evaluations, reference checks, experience and knowledge of the District’s personnel, students, policies and procedures.
Selection for Transfer. A teacher-itinerant may be involuntarily transferred or reassigned to a vacant position for which the teacher-itinerant is qualified.
Selection for Transfer. A teacher may only be involuntarily transferred to a vacant position for which such teacher is both qualified and licensed by the Department of CFL. A teacher shall be deemed to be “qualified” for the purpose of this Section only if such teacher has a major in the subject matter or field of licensure by the Department of CFL and has a currently valid license (other than a limited or provisional license) to teach in such subject matter or field. However, an ECFE teacher may only be involuntarily transferred to another ECFE position, and an ABE teacher may only be involuntarily transferred to another ABE position. Before making an involuntary transfer from any school building, ISD 196 will seek a volunteer from among those teachers in such building who are licensed for the vacant position. If no satisfactory volunteer is found pursuant to the criteria for selection, as set forth in Section 14.4, the teacher who is qualified and licensed for the vacant position who is lowest on the seniority list shall be transferred.
Selection for Transfer. Among the factors to be considered by management in the selection of employees for lateral transfers are seniority, skills, knowledge, abilities, work record and job performance.
Selection for Transfer. The School District shall make every reasonable effort to grant applications for voluntary transfers to the extent that such applications are consistent with the educational requirements of the District. If more than one (1) teacher who is eligible has applied for a vacant position, selection for transfer shall be based on the following criteria:
(a) Contribution which the staff member could make to the students in the new teaching position according to training, experience and interest;
(b) Qualifications of the staff member as compared to those of other candidates, both for the position to be vacated and for the position to be filled;
(c) The desires of the staff member regarding the transfer or reassignment;
(d) The recommendations of the principals, department chairpersons, section or unit leaders or team members involved in the transfer;
(e) The opportunities for professional growth on the teacher’s part; or
(f) Seniority. In the event that all other criteria are essentially similar, the teacher highest on the seniority list shall be preferred. Each teacher applying for voluntary transfer shall be promptly notified in writing of the disposition of such application. In the event that an application for transfer by a teacher eligible for the vacant position is denied and another teacher is transferred or a new teacher is employed in the position, the applying teacher may request a review of the reasons and criteria for the action and shall have the right to receive a timely written statement of such reasons and criteria from the Deputy Superintendent. A teacher who currently works in more than one (1) building may choose to exercise his/her entitlement in one
(1) of those buildings if a vacancy exists in his/her current area of assignment. Kindergarten through 5th grade classroom teachers, who teach in more than one (1) building may choose to fill a full-time vacancy in another elementary grade level in either building. This election of assignment must take place within five (5) working days of when the first vacancy occurs in either building. The teacher may apply for future vacancies pursuant to Article X.

A teacher shall be deemed to be “qualified” for the purpose of this Article only if such teacher has a major in the subject matter or field of licensure by PELSB and has a currently valid license (other than a limited or provisional license) to teach in such subject matter or field. Selection for Transfer. Management will consider volunteers from among employees for the position to be filled and for which the volunteer is qualified and meets any special requirements.
