Specific Qualifications. Qualifications required for any position classified in Appendix 1A to this Agreement will be specified in the job description for that position. These qualifications may be essential or desirable requirements for the position. In the event of failure by an employee to produce to Utilities Management formal evidence of such qualifications, Utilities Management may deem that the employee does not hold the qualifications required.
Specific Qualifications. 3.1.4.1. Contractor personnel assigned to the DMO shall have knowledge and experience in: • Identifying, planning, resourcing, and implementing management actions to develop and acquire information to operate, install, maintain, and train on equipment to maximize its effectiveness and availability • Effectively cataloging and acquiring spare/repair parts, support equip, and all classes of supply • Defining the configuration baseline of a system (hardware and software)
Specific Qualifications. 3.2.4.1. Contractor personnel assigned to CM shall have knowledge and experience in the planning and management of functional, allocated, and product baseline configurations for hardware and software IAW military and industrial guidance (e.g. MIL-HDBK-61A, EIA-649, EIA 649-1), including configuration identification, configuration control, configuration status accounting, and configuration verification and auditing.
Specific Qualifications. 3.3.4.1. Contractor personnel assigned to SE: • Shall have knowledge and experience in efficiently and effectively delivering SE capability in support of acquisition and sustainment processes
3.1.1. above • Shall have knowledge and experience in planning and executing technical reviews and assessments (e.g. SRR, TRA) and documentation development (e.g. SEP, RMP) that are an inherent part of the activities and processes listed above • A minimum of one (1) Contractor individual shall be an Object Management Group (OMG) Certified Systems Modeling Professional (OCSMP) Model Builder – Advanced certified o One-half of the remaining team-members shall be OCSMP Model Builder - Intermediate certified o Other team members shall obtain OCSMP Model Builder - Fundamental certification within one (1) year of contract award or employment • A minimum of one (1) Contractor individual shall be International Council on Systems Engineering (INCOSE) Expert System Engineering Professional (ESEP) certified o One-half of the remaining team-members shall be INCOSE Certified System Engineering Professional (CSEP) certified o Other team members shall obtain INCOSE Associate System Engineering Professional (ASEP) certification within one (1) year of contract award or employment
3.3.4.2. Contractor personnel assigned to Risk Management shall have knowledge and experience in: • Developing, maintaining, and updating program RMPs IAW “Risk Management Guide for DoD Acquisition”, AFPAM 63-128, and “Air Force Risk Identification, Integration, and Ilities (RI3) Guidebook” • Facilitating program risk identification, risk analysis, risk handling, and risk monitoring • Executing program RMBs and risk management working groups (or equivalent), and documenting results.

Contractor personnel assigned to System Safety Support shall have knowledge and experience in: • Defining system safety program requirements and ensuring the planning, implementation, and accomplishment of systems safety tasks and activities consistent with overall program requirements • Independent application of judgment pertaining to professional methods and techniques of well-developed electronic, electro-mechanical, and mechanical armament systems, guidance and control systems, weapons fuzing, suspension and release equipment, and related test equipment • Design requirements and hazards analysis • Training or experience in conducting safety assessments to determine hazard/cause/effects in complex DoD WSs • Interpretation of requirements, specifications, and standards as they pertain to systems safety and test, operational, and logistics requirements • Participation in test, flight, and operational readiness activities • Accomplishment or review of systems safety analyses within the context of system design trade-offs • Monitoring safety-significant system configuration control activities/ changes • Acquisition documentation as it pertains to systems safety, including SEPs, System Safety Program Plans, Systems Safety Analyses, HTSs, PESHEs, etc.
Specific Qualifications. 4.6.8.1. Contractor personnel assigned to Corrosion Support shall have knowledge and experience in Corrosion Prevention and Materials Engineering, including: • Identifying corrosion effects • Identifying dissimilar metals in Engineering documentation • Identifying potential corrosion • Assisting in implementation of corrosion mitigations • Providing Materials Engineering review of solicitation, Program Management, and SE processes and documents • Developing and maintaining corrosion prevention design considerations • Conducting site surveys • Assessing WS corrosion trends
Specific Qualifications. 4.7.7.1. Contractor personnel assigned to Environmental Engineering Support shall have knowledge and experience in Environmental Engineering to support acquisition and sustainment of the fielded WS and depot support compliance with applicable AF environmental programs IAW AFPD 32- 70, including: • Hazardous materials management • Environmental design and risk management • Pollution prevention • Compliance with: o NEPA o Executive Order 12114 o Resource Conservation and Recovery Act (RCRA)
Specific Qualifications. 4.8.3.1. Contractor personnel assigned to Systems Security Support shall have knowledge and experience in: • Operation of the Defense Acquisition System (DAS) security Engineering design requirements, e.g. designs, integration and T&E, and security Risk Management, including development and management of PPPs and SCGs • System security architecture and design (e.g. Anti-Tamper, exportability features, SCRM, Secure Design, design and application of SCRM TSNs, cybersecurity implementation, encryption technology, cybersecurity, software assurance, hardware/firmware assurance etc.) • Operation of DAS to include Modification Program Management for programs in the Operation and Sustainment Phase • Nuclear systems, components, and information that are part of nuclear systems as a guide for program protection • Identification of CPI: o Criticality analysis identifying mission critical functions and components o Security vulnerability analysis methodology and procedures o Counterintelligence and Intelligence threat products in review and assessment of threats, and developing countermeasures for all CPI and CCs • Industrial Security Program Management: o Personnel Security o Physical Security o Operations Security o Communication Security o Foreign Disclosure o Scientific and Technical Information o Other Functional Experts as required • Design and application of SCRM, Anti-Tamper, encryption technology, and Platform IT (PIT)
Specific Qualifications. 5.3.12.1. Contractor personnel assigned to WSA shall have knowledge and experience in: • RAM calculation/estimation, design, test, verification, and validation activities throughout the acquisition life cycle, including RAM requirements development, RAM program planning, and development of reliability growth models to ensure designs meet system requirements (including both hardware and software reliability) • Design for Reliability techniques including: o Statistical reliability methods/calculations o Maintenance/sustainment Engineering principles o Risk assessment/mitigation strategies o Reliability block diagrams o Reliability analysis reports o Reliability predictions o Service life estimations o Aging/surveillance o Failure Modes Effects and Criticality Analysis (FMECA) o Failure Reporting and Corrective Action System (FRACAS) process o Familiarity with reliability growth software tools
