Study and Report Phase. During the Study and Report Phase, the CONSULTANT shall, if requested by the CITY and accepted by the CONSULTANT as part of a Services Authorization:
1.2.1 Consult with the CITY to clarify and define the CITY's requirements for the Project, and to review available data.
1.2.2 Advise the CITY as to the necessity of the CITY's providing (or obtaining from others) data or services of the types described in Subsections 3.2 and 3.3, and assist the CITY in obtaining such data and services.
1.2.3 Identify and analyze requirements of governmental authorities having jurisdiction to approve the design of the Project, participate in consultations with such authorities, and, where applicable, prepare grant-funding documents and applications.
1.2.4 Provide analyses of the CITY's needs, planning surveys, site evaluations and comparative studies of prospective sites and solutions.
1.2.5 Provide a general economic analysis of the CITY's requirements applicable to various alternatives.
1.2.6 Prepare a Report or feasibility study containing schematic layouts, sketches and conceptual design criteria with appropriate exhibits to indicate clearly the considerations involved (including applicable requirements of governmental authorities having jurisdiction as aforesaid) and the alternative solutions available to the CITY and setting forth the CONSULTANT's findings and recommendations. This Report will be accompanied by the CONSULTANT's cost estimate for the Project, including the following, which shall be separately itemized: construction costs, allowance for consulting costs and contingencies, and (on the basis of information furnished by others) allowances for such other items as charges of all other professionals and consultants, for the cost of land and rights-of-way, legal fees, project management fees, for interest and financing charges and for other Services identified as pertinent to the Project. The total cost of all such costs, expenses, etc. are hereinafter called "Total Project Costs."
1.2.7 Furnish the number of copies as identified in the applicable Services Authorization of the Study and Report documents and review them in person with the CITY.
Study and Report Phase. If Engineer is to provide professional services with respect to the Project during the Study and Report Phase, Engineer shall:
(a) Consult with Owner to determine his requirements for the Project and review available data.
(b) Advise Owner as to the necessity of his providing or obtaining from others data or services of the types described in paragraph 2.2(c), and assist Owner in obtaining any such services.
(c) Provide special analyses of Owner's needs, planning surveys, site evaluations and comparative studies of prospective sites and solutions.
(d) Identify and analyze requirements of governmental authorities and regulatory agencies involved in approval or permitting any aspect of Project.
(e) Provide general economic analysis of Owner's requirements applicable to various alternatives.
(f) Prepare a Report with appropriate exhibits indicating clearly the considerations involved and the alternative solutions available to Owner, and setting forth Engineer's findings and recommendations with opinions of probable costs.
(g) Furnish 2 copies of the Report and present and review it in person with Owner.

A. Consult with Owner’s Solid Waste Management and General Services staff to identify an acceptable footprint for locating the HHW drop-off facility.
B. Consult with Owner’s Solid Waste Management staff regarding current and future material types accepted at the HHW drop-off facility, the amount of material received and number of customers each month and on special occasions, and the frequency of HHW material packaging and load-out by the HHW contractor. Evaluate and make recommendations for changes in material and frequency as applicable.
C. Consult with Owner’s permitting staff to identify and address regulatory requirements for locating the HHW drop-off facility, including, NC DENR HHW permit amendment, City-County Planning Department Site Plan approval, and City Public Works Department approval as limited by Basic Services.
2. Advise Owner as to the necessity of Owner’s providing data or services of the types described in Exhibit B which are not part of Engineer’s Basic Services, and assist Owner in obtaining such data and services.
3. Identify, consult with, and analyze requirements of governmental authorities having jurisdiction to approve the portions of the Project designed or specified by Engineer, including but not limited to mitigating measures identified in the environmental assessment.
4. Identify and evaluate 2 alternate solutions available to Owner and, after consultation with Owner, recommend to Owner those solutions which in Engineer’s judgment meet Owner’s requirements for the Project.
5. Prepare a report (the “Report”) which will, as appropriate, contain schematic layouts, sketches and conceptual design criteria with appropriate exhibits to indicate the agreed-to requirements, considerations involved, and those alternate solutions available to Owner which Engineer recommends. This Report will be accompanied by Engineer’s opinion of Total Project Costs for each solution which is so recommended for the Project with each component separately itemized, including the following, which will be separately itemized: opinion of probable Construction Cost, permit costs and fees from Authorities Having Jurisdiction, allowances for contingencies and for the estimated total costs of design, professional, and related services provided by Engineer and, on the basis of information furnished by Owner, allowances for ot...
