Supporting Narrative. The Comprehensive Safety Action Plan will explore multimodal mobility investments to provide safe connectivity and accessibility for all residents, including our disabled community. The Plan will also explore connectivity with adjacent communities, including those in disadvantaged tracks, with populations that commute to and through Fishers. Although Fishers does not have any Disadvantaged Community Tracts, it is located near Disadvantaged Community Tracts in Indianapolis. Tracts 2206 and 3307.02, both Disadvantaged Communities, are located just five miles south of Fishers’ 96th Street border. Additionally, Census Tract 2201.06, a Historically Disadvantaged Community, is only one mile south of the 96th Street border. These communities will benefit from Fishers transportation safety improvements, as many Indianapolis residents work in and use Fishers amenities. ATTACHMENT D

Supporting Narrative. [Recipient- Insert supporting text in last page as described in the table above.] SUPPORTING TEXT FOR CLIMATE CHANGE AND ENVIRONMENTAL JUSTICE IMPACTS This project is primarily targeted towards quicker and more accurate crash identification and notification and locating potential high risk crash hot spots with the idea of having a quicker response time of first responders. While this doesn't directly affect climate and environmental concerns, the expectation is that the incident duration will decrease and the ODOT Traffic Management Center will be able to proactively message and detour traffic around the incident by quickly disseminated traveler information via Digital Message Boards, 511, and external route navigation integrations. Thus, the shorter duration and diversion of upstream traffic is indirectly intended to lessen congestion and idling vehicles leading to a reduction in emissions.
Supporting Narrative. The Cowley County Action Plan that will be developed will take into account the need for racial equity and improvements in areas of disparity. The action plan will identify these areas within Cowley County and take steps to correct identified areas during implementation grants.
