Supporting Narrative. The Comprehensive Safety Action Plan will explore multimodal mobility investments to provide safe connectivity and accessibility for all residents, including our disabled community. The Plan will also explore connectivity with adjacent communities, including those in disadvantaged tracks, with populations that commute to and through Fishers. Although Fishers does not have any Disadvantaged Community Tracts, it is located near Disadvantaged Community Tracts in Indianapolis. Tracts 2206 and 3307.02, both Disadvantaged Communities, are located just five miles south of Fishers’ 96th Street border. Additionally, Census Tract 2201.06, a Historically Disadvantaged Community, is only one mile south of the 96th Street border. These communities will benefit from Fishers transportation safety improvements, as many Indianapolis residents work in and use Fishers amenities. ATTACHMENT D
Supporting Narrative. The Plan will consider relevant climate and environmental justice implications, while developed and support regional climate action plan, as appropriate.
Supporting Narrative. The Project will benefit a Justice40 tract and none of the proposed actions should negatively impact any of the communities tracked by the EJ Screen tool. The Project includes planning for expanding transit opportunities. The reliance on private vehicles is particularly negative for those with low incomes and transit would provide an alternative. The planning for freight movement by rail could reduce negative impacts to air quality tracked by EJ Screen when implemented. Since this is a planning grant, actions have not yet been taken to create good-paying jobs with the free and fair choice to join a union however the resultant plan will include steps that can be taken before beginning construction to ensure that construction contracts include training and placement programs for underrepresented worker(s) and make appropriate use of Local Hire provisions. The county would require Xxxxx-Xxxxx guidelines be followed as well as a process to ensure minority, women and veteran owned businesses have the opportunity to bid as contractors or sub-contractors. The Freight Rail portion of the project is important because it attracts industry that pays living wages with benefits and industries that are comfortable working with a union labor force and the type of business that has already adopted DEIA principles in the work place.
