Area of Consideration. For the purposes of special assignments, the area of consideration may be restricted to: a. All bargaining unit employees at specific airport(s) b. Hub and Spoke(s) only: All airports and duty stations under the supervision of a single FSD c. Workgroup(s) (e.g., STI, TSO, LTSO, ETSO, EMT) d. If the above areas of consideration do not generate a sufficient number of volunteers, the area of consideration may be expanded.

Area of Consideration. The minimum area in which a search is made for eligible candidates.
Area of Consideration. A. The area of consideration for positions to be filled through competitive promotion procedures must be broad enough to obtain a sufficient number of best qualified candidates, inclusive of underrepresented groups, from which to select and to provide adequate promotion opportunities for employees. The minimum area of consideration is employees of the activity in the commuting area, except for GS-14 and above which must be at least DLA-wide. B. The Union will be consulted prior to expansion of the area of consideration. C. Employees who are absent for an officially approved reason, e.g., on detail, on leave, at training courses, in the military service, or serving in public international organizations or on Intergovernmental Personnel Act assignments, if otherwise in the area of consideration, may not be excluded from consideration based on their absence.

The Employer will establish a certification procedure for the selecting official to document the consideration of internal candidates prior to the consideration of external applicants. The certification documentation will be made available to the union upon request.

Area of Consideration. The minimum area of consideration shall be: (a) Department-wide: GS-14 and above; (b) Geographic Area or Headquarters: GS-13; and (c) Local Commuting Area: GS-12 and below. When the minimum area of consideration does not generate an adequate number of candidates, it may be expanded. However, at the discretion of Management, the initial area of consideration may be extended to fill vacancies that are hard to fill.

If the position is initially announced only to the CSC, St. Louis, Missouri, and is subsequently re- announced to a broader area of consideration due to lack of qualified candidates, those best qualified candidates who applied under the initial announcement will normally be referred to the selecting official before the re-announcement.
