CONSIDERATION OF BIDS a. After the proposals have been opened, the bids will be tabulated and the results will be made available to the public. Tabulations of the bids will be based on the correct summation of items at the unit price bid.
b. The right is reserved to waive technicalities, to reject any or all bids, or any portion thereof, to advertise for new proposals, to proceed to do the work otherwise, or to abandon the work, if in the judgment of the Agency or its agent, the best interest of the State will be promoted thereby.
CONSIDERATION OF BIDS. After bids have been opened and read, the County will evaluate bid submittals to determine if all requirements of Section 102 have been met. Bids not submitted in accordance with the requirements of Section 102 may be rejected. Bids will be compared on the basis of the summation of the products of the quantities shown in the bid schedule and the unit bid prices. The Department may correct arithmetical errors in the bid prior to such comparison, in accordance with Section 102.05. The results of the comparisons will be available to the public after the determination has been made to award the Contract. The County reserves the right to reject any or all bids, waive informalities, advertise for new bids, or proceed to do the work if it deems that the best interest of the County would be promoted thereby.

CONSIDERATION OF BIDS. 5.1 OPENING/REJECTION OF BIDS
5.1.1 Unless otherwise stated, Bids received on time will be publicly opened and will be read aloud. An abstract of the Bids will be made available to Bidders.
5.1.2 The Agency shall have the right to reject any and all Bids. A Bid not accompanied by a required Bid Security or by other data required by the Bidding Documents, or a Bid which is in any way incomplete or irregular is subject to rejection.
5.1.3 If the Bids are rejected, it will be done within thirty (30) calendar day of the Bid opening.
CONSIDERATION OF BIDS. For purposes of contract award, after opening and reading the technical and price proposals, the Department will consider as the bid the correct summation of each unit bid price multiplied by estimated quantities shown in the proposal. On this basis, the Department will compare the amounts of each bid and each technical proposal score and make the results of such comparison available to the public. Until the actual award of the Contract, however, the Department reserves the right to reject any or all proposals and to waive technical errors that the Department may deem best for the interest of the State. In the event of any discrepancy in the two entries of the Contract lump sum price, the Department will evaluate the bid based on the lump sum price shown in words.
CONSIDERATION OF BIDS. After opening and reading Proposals, the Contracting Agency will check them for correctness of extensions of the prices per unit and the total price. If a discrepancy exists between the price per unit and the extended amount of any Bid item, the price per unit will control. The total of extensions, corrected where necessary, will be used by the Contracting Agency for Award purposes and to fix the amount of the Contract Bond. The right is reserved by the Contracting Agency to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all Bids, republish the call for Bids, revise or cancel the Work, or require the Work to be done in another way if the best interest of the Contracting Agency is served. A Bidder who wishes to claim error after the Bids have been publicly opened and read as required by RCW 47.28.090 shall promptly notify the Contracting Agency that an error occurred. The Bidder shall submit a notarized affidavit or declaration under penalty of perjury signed by the Bidder and accompanied by the work sheets used in the preparation of the Bid, requesting relief from the responsibilities of Award. The affidavit or declaration shall describe the specific error(s) and certify that the work sheets are the ones used in preparing the Bid. The affidavit or declaration shall be submitted no later than 5:00 p.m. on the first business day after Bid opening or the claim will not be considered. The Contracting Agency will review the affidavit or declaration and the certified work sheets to determine the validity of the claimed error and if the error is of the kind for which the law allows relief from forfeiture of the Bid deposit. If the Contracting Agency concurs in the claim of error and determines that the error is of the kind which allows relief from forfeiture, the Bidder will be relieved of responsibility and the Bid deposit of the Bidder will be returned. If the Contracting Agency does not concur in the error or determines that the error is not the kind for which the law allows relief, the Contracting Agency may Award the Contract and if the Bidder refuses to execute the Contract, the Bidder’s Bid deposit shall be forfeited as required by RCW 47.28.100.
CONSIDERATION OF BIDS. Unless otherwise provided in the Sale Order, telephonic bids will not be considered. The acceptance of electronic bids via e-mail at XxxxXxx@xxxx.xxx is valid only when the Buyer has received a verification of receipt of the bid from the ORNL Property Management organization. The Buyer agrees that his/her bid will not be withdrawn for five (5) business days following the opening of bids or such other time as specified in the Sale Order to Bid and that during such period his/her bid would remain firm and irrevocable. The Seller or Government reserves the right to reject any or all bids, including bids under which a Buyer could take unfair advantage of the Seller, Government or other Buyers, to waive any technical defects in bids, and unless otherwise specified by the Seller, Government or by the Buyer, to accept any one item or group of items in the bid, as may be in the best interest of the Government. Unless otherwise provided in the Sale Order, a bid covering any listed items must be submitted on the basis of the unit specified for that item and must cover the total number of units designated for that item.
CONSIDERATION OF BIDS. Bids received on time will be opened publicly and will be read aloud, and an abstract of the amounts of the Base Bids or Bid Items will be made available to the Bidders. Each Bid shall be open to public inspection.
CONSIDERATION OF BIDS. In cases where items are requested by a manufacturer's name, trade name, catalog number or reference, it is understood that the bidder/proposer intends to furnish the item so identified or an item of "equal" quality and value as determined by the City of Novi. Reference to any of the above is intended to be descriptive, but not restrictive, and only indicates articles that will be satisfactory. Bids of "equal" quality and value will be considered, provided that the bidder states in his/her bid what he/she proposed to furnish, including literature, or other descriptive matter which will clearly indicate the character of the item covered by such bid. The Purchasing Manager hereby reserves the right to approve as an "equal", any item proposed which contains minor or major variations from specification requirements, but which may comply substantially therewith.
CONSIDERATION OF BIDS. The product of the Contractor’s bid for the number of Calendar Days of Contract Time for Opening to Traffic multiplied by the average road user benefit of $150,000 per day will become part of the Contractor’s total bid for the purpose of determining the low bidder only. Each bid submitted must contain the total of the following three sections:
Section 1 - Dollar amount of road work.
Section 2 - Dollar amount of bridge work.
Section 3 - The dollar amount of the pay item of Calendar Days of Contract Time for Opening to Traffic and the pay item Incentive. The Calendar Days of Contract Time for Opening to Traffic is calculated by multiplying the number of days bid by $150,000 per day. The Incentive amount is set at the maximum incentive that can be earned which is $4,500,000 for this project.
