Criteria for Transfer. The following criteria shall be used in consideration of transfer requests:
6.2.1 The needs and efficient operation of the District.
6.2.2 The qualifications, including skills, experience and recent training of the member.
6.2.3 The length and quality of the past service rendered to the District by the member.
6.2.4 The recommendation of the immediate supervisor to whom the member is currently responsible, and the immediate supervisor where the vacancy exists.
6.2.5 The preference of the employee.
Criteria for Transfer. No employee shall be transferred out of their classification, shift, assignment or work location without just cause.
Criteria for Transfer. When an involuntary transfer is necessary, the criteria to be used by the District shall include, but not be limited to: (1) qualifications, (2) experience and (3) seniority at the site and/or department with the least senior employee being considered first for transfer. No such involuntary transfer shall be made for this reason because of any performance deficiency of the affected employee unless the affected employee has been given an opportunity to correct the deficiency. Such transfers shall not be considered as disciplinary action. When such involuntary transfers are made for reasons unrelated to the deficiency of the affected employee, the District shall, upon request from CSEA, provide the reasons in writing how such transfer(s) will improve the efficiency of District operations.
Criteria for Transfer. When an involuntary transfer is necessary, the criteria to be used by the District shall include, but not be limited to: (1) qualifications, (2) experience and (3) seniority.
Criteria for Transfer. A. The following criteria should be used in consideration of transfer requests:
(1) The qualifications including the experience and recent training of the unit member compared to those of other transfer candidates for both the position to be filled, and the position to be vacated.
(2) The seniority, prior service within the program where the vacancy exists, and quality of the service, as related to classroom success, rendered to the Office by the unit member.
(3) The preference of the unit member.
(4) Unit member certification authorization where appropriate, i.e., Elementary, Secondary, subject specific, Specialist Credential.
(5) The needs and efficient operation of the Office, i.e., funding, enrollment, program change or elimination. None of the above shall be the sole criteria for making a transfer.
B. The County Office may deny a transfer of the unit member under the following circumstances:
(1) A documented problem of the unit member in the past, extreme in nature that would prevent the unit member from being effective in the position.
(2) Unsatisfactory performance by the unit member as evidenced by the most recent evaluation or other documentation.
Criteria for Transfer. The transfer of teachers will comply with all aspects of Education Code Section 35036. These criteria apply to transfers completed by April 15 of the year before the transfer is to occur.
8.2.1 Whenever candidates apply for a vacant position, currently employed permanent teachers shall be selected over candidates from outside the District when the currently employed teachers meet the following criteria:
1) have an overall summative evaluation rating of proficient or distinguished that does not include “needs improvement” or “unsatisfactory” ratings on the most recent completed evaluation.
2) satisfy or meet the requirements of the position as defined by program needs identified in the position announcement. Program needs may include credential, certification, and/or teaching experience in the credentialed area, minimum years of teaching experience, and specialized training that addresses the specific programmatic needs of the school and the District.
8.2.2 If more than one (1) currently employed teacher applies for a vacant position, and the teachers meet the above criteria, then the candidate shall be selected based on the following criteria, if the posting and hiring is completed by April 15:
a. Certification of the teacher in relation to the requested position.
b. Program needs Definition: The program needs criteria are satisfied if the District can show that the particular skills and abilities possessed by the teacher fit the skills and abilities that are desirable to a successful performance of the position. When program needs are cited by the District for a transfer decision or a reassignment, the District, on request from the transferee, is required to specify in writing those skills and abilities that were considered.
Criteria for Transfer. The following criteria shall be used by the District in consideration of transfer requests:
A. Must have completed at least six (6) months of the probationary period.
B. The needs and efficient operation of the District.
C. The contribution the staff member can make in the new position.
D. The quality of the service rendered to the District by the employee.
E. The recommendation of the immediate supervisor to whom the employee is currently responsible, and the immediate supervisor where the vacancy exists.
F. The preference of the employee.
Criteria for Transfer. The following criteria shall be used in consideration of transfer requests:
30.2.1. The need and efficient operation of the District
30.2.2. The contribution the unit member can make in the new position
30.2.3. The qualifications, experience, and recent training of the unit member, compared to those of other candidates, for both the position to be filled and the position to be vacated
30.2.4. The length of service rendered to the District by the unit member and evaluations of satisfactory or higher
Criteria for Transfer. The employer shall make every reasonable effort to grant applications for voluntary transfers to the extent that such applications are consistent with the educational requirements of the District. If more than one (1) teacher who is eligible has applied for a vacant position through voluntary transfer, or in the case of an involuntary transfer being necessary, selection for transfer shall be based on the following criteria: • Seniority • Educational training • Related experience • Workload Equity • Consensus of the grade level (elementary) or department (secondary) • Educational needs of students as determined by the building principal and/or department administrator The order of the above criteria does not signify priority or weight EXCEPT that:
1. In the case of a voluntary transfer in which all other criteria are the same, the teacher highest on the seniority list shall be preferred, and consensus of the grade level/department will not be necessary.
2. In the case of an involuntary transfer in which all other criteria are the same, the teacher with the lowest seniority shall be preferred, and consensus approval must be provided by the grade level (elementary) or department (secondary) involved.
3. Consensus is defined as: no more than one (1) dissenting vote in groups of six (6) or less, or, no more than two (2) dissenting votes in groups of 7 or more. The District retains the right to implement involuntary transfers under provisions of Article 16, Section 1 of the agreement per M.S. 122A.40, Subd. 10 for the following reasons: discontinuance of position, lack of pupils, financial limitations, and merger of classes caused by consolidation of Districts.
Criteria for Transfer. 11.2.3.1 In considering a unit member initiated transfer, the District shall use the following criteria:
11.2.3.1.1 The educational needs of the District; and
11.2.3.1.2 The abilities, skills, and knowledge of the unit member as such relate to the proposed transfer
11.2.3.2 In the event more than one (1) unit member requests a transfer for the same position and the above criteria are equally met, then the unit member with the greatest districtwide seniority shall be transferred.
11.2.3.3 If the transfer request by a unit member is denied, he/she may request, in writing within ten (10) work days of the denial, a written response stating the reasons for the denial. Upon such a request, the District shall respond within ten (10) work days.
