Customized Training as Needed to Achieve a Management Consulting Objective. Since 2017, Indiana Manpower and Comprehensive Training (IMPACT) Program provides statewide employment services to both SNAP and TANF populations, aimed at preparing participants for in-demand jobs that pay self-sustaining wages. Through our outreach, assessments, and supportive services, we help clients build the competence and confidence needed to secure and retain a job. MAXIMUS experience providing training to our clients ranges from identifying training needs to developing training plans and materials to delivery and evaluation of courses. Our overall training objective and most important critical success factor rests with providing the training necessary to enable client staff to independently carry out transformation activities with minimal consultant assistance. It is vital that training be readily available, comprehensive in nature, and conducted prior to the implementation of new processes, procedures, or initiatives. The MAXIMUS approach to training incorporates unique strategies for adult learning, encourages interactive activities, and provides a strategy for dealing with the diverse training needs of employees who most likely possess a range of skill levels and experiences. We understand that learning does not occur automatically because we hear or see something new, rather it is a consequence of our own mental involvement and the act of doing the task. Training that involves only lectures and demonstrations and contains no trainee involvement will never lead to learning that lasts; only training that is interactive, and engages trainees in learning, can accomplish this. When training is interactive, the trainees do most of the work, with the trainer acts as a facilitator to their learning. Trainees solve problems, brainstorm, ask and answer questions, work in small groups, role-play scenarios, and apply what they learn immediately. This philosophy provides for multiple layers of support for staff and assumes that learning is an effort best accomplished over time, with practice, and with repeat reinforcement of key concepts, as illustrated in Exhibit 2.1.6-1: Training, Technical Assistance,
