It can also cause resistance within an organization. We will develop customized training, change management processes, and transition goals and activities to support an agency’s Management Consulting objectives. We know that turning new technologies vision and strategies into operational realities can be challenging and disruptive to business as usual. We provide guidance and customized training for affected staff members to support the successful execution of change initiatives and new technology adoption. FE’s consultants and subject matter experts will develop tailored programs to train and, in some cases, retrain stakeholders on the most effective ways to achieve organizational objectives when using the modified and new processes and procedures on the job. We will develop training modules for individual stakeholder groups comprising the following components: • Expected training and on-the-job outcomes • The 5 Ws of the training program – who, what, when, where, why • Guidelines and best practices • Target improvement areas and action plan FE will coordinate with stakeholders to determine the best design for the training programs, including delivery methods, content breadth and depth, and available personnel. FE knows well that training is not a one-time event, so following the delivery of the training sessions, we will identify target improvement areas and action plans to assist stakeholders with long-term continuous improvement measured by SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) goals and metrics implemented during the productivity improvement process. FE represents the customer agency’s interests when cutting over to new technology systems, whether radios, NG9-1-1 call answering, dispatching systems, or other mission critical applications. We prepare requirements and oversee the awarded vendors’ provision of customized training programs to make learning easy and convenient. We will support the agency to obtain operational and administration classes through onsite training, live and recorded webinars, and documentation such as manuals, FAQs, and user guides. Customized Training as Needed to Achieve a Management Consulting Objective. Since 2017, Indiana Manpower and Comprehensive Training (IMPACT) Program provides statewide employment services to both SNAP and TANF populations, aimed at preparing participants for in-demand jobs that pay self-sustaining wages. Through our outreach, assessments, and supportive services, we help clients build the competence and confidence needed to secure and retain a job. MAXIMUS experience providing training to our clients ranges from identifying training needs to developing training plans and materials to delivery and evaluation of courses. Our overall training objective and most important critical success factor rests with providing the training necessary to enable client staff to independently carry out transformation activities with minimal consultant assistance. It is vital that training be readily available, comprehensive in nature, and conducted prior to the implementation of new processes, procedures, or initiatives. The MAXIMUS approach to training incorporates unique strategies for adult learning, encourages interactive activities, and provides a strategy for dealing with the diverse training needs of employees who most likely possess a range of skill levels and experiences. We understand that learning does not occur automatically because we hear or see something new, rather it is a consequence of our own mental involvement and the act of doing the task. Training that involves only lectures and demonstrations and contains no trainee involvement will never lead to learning that lasts; only training that is interactive, and engages trainees in learning, can accomplish this. When training is interactive, the trainees do most of the work, with the trainer acts as a facilitator to their learning. Trainees solve problems, brainstorm, ask and answer questions, work in small groups, role-play scenarios, and apply what they learn immediately. This philosophy provides for multiple layers of support for staff and assumes that learning is an effort best accomplished over time, with practice, and with repeat reinforcement of key concepts, as illustrated in Exhibit 2.1.6-1: Training, Technical Assistance, Exhibit 2.1.6-1: Training, Technical Assistance, and Materials Development Approach. This exhibit illustrates approach to learning, which involves providing layers of support to staff learning new programs. and Materials Development Approach.
