Factor 3: Past Performance. M.4.5.1 The Government will evaluate the Offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.
M.4.5.2 Proposed past performance will be evaluated using the Offeror’s proposal, the Past Performance Information Retrieval System (PPIRS), Past Performance Questionnaires and any other sources available to the Government.
M.4.5.3 The Government will focus its inquiries on the Offeror’s record of performance as it relates to all solicitation requirements, including cost, schedule, performance and management of subcontractors. A significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the evaluation process. Therefore, The Offeror shall identify up to three recent and relevant projects the Offeror has performed of similar size, scope, and complexity that demonstrate their ability to perform the specified tasks within the last three years in their proposal. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the Offeror will be assigned an “unknown confidence rating” and its proposal will not be evaluated either favorably or unfavorably on past performance. A “Substantial Confidence” or “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating.
M.4.5.4 If an Offeror states they have no recent or relevant past performance and the Government obtains negative past performance information from a source other than an Offeror’s proposal (i.e. PPIRS, questionnaires, etc.), the information may be used to determine the performance confidence rating for that Offeror. The Government does not assume the duty to search for data to cure problems found in proposals.
M.4.5.5 If an Offeror only has recent and relevant past performance examples as part of a predecessor company, the Government may consider that past performance in the evaluation.
M.4.5.5.1 Relevancy: The first aspect of the past performance evaluation is to assess the Offeror’s past performance to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired as described in the PWS. Factor 3: Past Performance. (a) The Offeror shall provide one (1) past performance reference, per Functional Area being proposed, that reflect recent relevant experience performed within the last three (3) years of the closing date of the solicitation that demonstrate the ability to handle the scope and breadth of the tasking in the Statement of Work related to the Functional Areas proposed. Include a discussion on how the references provided are relevant to the work being proposed. Include contract/order number, contract/order type, program name, total contract/order cost/price, short description of work performed, and names and valid telephone numbers for the Procuring Contracting Officer (PCO), Contracting Officer’s Representative (COR), and Program Manager (PM), or industry equivalent. The Offeror shall identify if they are providing a single reference applicable to more than one Functional Area.
(b) Each past performance reference shall not exceed two (2) pages per reference.
Factor 3: Past Performance. The Government will evaluate the Offeror’s performance under existing and prior contracts and / or task orders for similar products or services. The Government will evaluate Past Performance information for Recency. The Government will assign a past performance confidence assessment rating based on the Offeror’s overall record of recency, relevancy, and quality of performance. References other than those identified by Offerors may be contacted by the Government, and the information received may be used in the past performance evaluation. Offerors for whom information on past performance is not available, or so sparse that no confidence assessment rating can be reasonably assigned, will not be evaluated favorably or unfavorably on past performance and as a result will receive an “Neutral Confidence” rating for the Past Performance Factor.

In addition to the information provided by the offeror , the Government will evaluate past performance using data sources such as the Past Performance Information Information Retrieval System (PPIRS), and Contractor Performance Assessment Reporting System (CPARS). The Offeror shall demonstrate successful past performance as evidenced by information gathered on performance during the past six (6) years that reflect conditions, similar scope, effort, size and complexity comparable to this solicitation. Offeror’s past performance reputation with its customers will be used to render a performance assessment rating as described in the table below. Offerors with no Past Performance history will be classified as “Neutral”. A classification of “Neutral” for Past Performance will result in a rating of “Acceptable” for the Past Performance factor. Factor 3: Past Performance. The Past Performance evaluation will assess the offeror’s probability of meeting the solicitation’s requirements as indicated by that offeror’s record of past performance. Past Performance is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Offeror’s are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data obtained from other sources, such as the Contractor Performance Assessment System (CPARS), Electronic Subcontracting Reporting System (eSRS) or similar systems.
(a) Each Offeror will receive a performance confidence assessment rating based on the offeror’s recent past performance, focusing on performance that is relevant to the contract requirements.
Factor 3: Past Performance. Definition of Relevancy for Past Performance: similar size, scope, and complexity.
Factor 3: Past Performance. The past performance evaluation factor assesses the degree of confidence the Government has in an offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance. Performance confidence is assessed at the overall past performance factor level after evaluating aspects of the offeror’s recent past performance. The past performance evaluation may take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the performance of tasks detailed in the PWS. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency. If an Offeror submits no record of past performance information or references submitted and the Government has no information available regarding the Offeror’s past performance, that Offeror will receive a Neutral/Unknown Confident rating (i.e. the Offeror is evaluated neither positive nor negative) for past performance.
Factor 3: Past Performance. Each Offeror’s past performance proposal will be rated as either “Acceptable” or “Unacceptable” and is based on an assessment of the past performance submitted by the Offeror and the Government’s expectation that the Offeror will successfully perform the required effort. This assessment is based on the Offeror’s record of relevant and recent past performance information that pertain to the services described in the solicitation. The Government will evaluate whether the Offeror’s present/past performance is relevant or not relevant to the services described in the solicitation. The Government will also evaluate how well the Offeror performed on the contracts detailed in the Offeror’s proposal. The Government will focus its evaluation on the forms and questionnaires provided by the Offeror in its proposal and may consider data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past Government contracts for the same or similar services that are relevant and recent. Under this factor, the Government may evaluate third party references provided as to each Offerors and major subcontractor’s relevant and recent efforts, to verify the probability of successful accomplishment of the required effort. Third party references are those that are provided by respondents to questionnaires that know of other people who have had contracts and efforts with the Offeror as stated in Section F of the Solicitation Attachment 2 (Past Performance Questionnaire). Relevant efforts are defined as services/efforts that are the same as or similar in size, scope and complexity to the portion(s) of the PWS that the prime Offeror or applicable major subcontractor is proposed to perform. Recent efforts are defined as those performed during the last three (3) years, from the issue date of this RFP. For the Past Performance factor, Offerors will be evaluated IAW Table M.2.3. This rating considers the assessed quality of the relevant/recent efforts gathered.
